Risk Analysis And Prevention Control Measures Of Infectious Diseases Influenced On A Seaport

In the process of human development,from the oldest plague,influenza to Ebola,SARS,Middle East respiratory syndrome,infectious diseases have been and will continue for a long time,and cause no less casualties than war.With the development of globalization and international trade,ports have become an important gateway for the prevention and control of infectious diseases.From the origin of health quarantine in Italian seaports in the 14 th century,to now,countries have expanded to sea,land and air ports.In order to ensure their own safety,the functions of Health Quarantine have been continuously strengthened and extended.As one of the gates to prevent the import and outflow of infectious diseases and to ensure the health and safety of ports,China’s foreign trade ports play a vital role in the prevention and control of infectious diseases.Therefore,it is of great significance to select typical ports for relevant epidemic prevention and control studies to enhance the level of prevention and control of infectious diseases at China’s seaports.This paper takes X Port,which has the largest quarantine business in Hebei Province,as the research object.X Port is currently the largest quarantine business port in Hebei Province.At present,it is facing the problems of insufficient boarding quarantine personnel and lack of risk analysis of ships.This paper studies the theory and case of public health,medical statistics and port health quarantine at home and abroad through the method of literature and data,and analyses the prevention and control of infectious diseases.Importance and typical port prevention and control cases as well as commonly used risk analysis methods.Then,the current reporting system of infectious diseases and infectious diseases,the business volume of port X and the current quarantine situation are discussed.Using semi-quantitative analysis method in medical statistics,the epidemic data of ship quarantine infectious diseases at port X in recent three years are analyzed,and the factors affecting the invasion of ship quarantine infectious diseases at port X are listed.After calculation,the risk assessment is formed.The table also verifies the rationality of classifying high,medium and low-risk ships according to the table.It is proposed that the current ship quarantine mode should be changed according to the different risk judgment in the table.The proportion of telecommunication quarantine should be appropriately enlarged according to the actual situation,and the current quarantine mode mainly consisting of berthing quarantine should be changed to form different points of telecommunication quarantine,berthing quarantine and anchorage quarantine after evaluation.In order to alleviate the current situation of insufficient personnel,lack of pertinence and inefficiency of quarantine at X port,the quarantine work mode of Class I is proposed.At the same time,the main existing quarantine problems at X port are solved,which can be referred by the competent authorities.
