Research On The Innovative Mode Of "Health And Poverty Alleviation" In Jiaozuo

Eliminating poverty,improving people’s livelihood and gradually realizing common prosperity are the essential requirements of socialism.Since the founding of the People’s Republic of China,China has taken a series of powerful measures to reduce and eliminate poverty.Since the 18 th anniversary of the Communist Party of China,the government has attached unprecedented importance to poverty alleviation.Especially since the idea of "precise poverty alleviation" was put forward,governments at all levels have carried out different forms of poverty alleviation according to the actual situation in different parts of the country.Significant results have been achieved.However,with the deepening of poverty alleviation,the task of poverty alleviation is becoming more and more arduous.At the end of 2017,there were still about 30 million rural poor people in China,with the proportion of poverty caused by illness reaching 42.4%.Without the health of the whole people,there will be no comprehensive well-off society.The Decision of the Central Committee of the Communist Party of China and the State Council on Winning the Strong Battle against Poverty clearly put forward the idea of "launching medical insurance and medical assistance to fight against poverty".Implementing health poverty alleviation projects to ensure that the poor enjoy basic medical and health services,and strive to prevent poverty caused by illness and return to poverty due to illness."In this context,Jiaozuo City has created a new model of "two customized pocket bottom line" health poverty alleviation,and has achieved some results.People’s Daily and Xinhua Inner Mongolia joined in publishing the practice of poverty alleviation through health in Jiaozuo City.The relevant departments of the State Council visited Jiaozuo to carry out special investigation and experience summary.This paper finds that the innovative mode of health poverty alleviation in Jiaozuo City is through a series of designs,such as customized medical service scheme,customized medical insurance assistance scheme,and social assistance pocket model,to weave a "safety net" for the health of the people in need.Major innovations of this model lie in the improvement of the national health insurance system and the expansion of the precise poverty alleviation mentality of the major illness supplementary insurance.However,this innovative model also exposes some problems in the process of operation,such as inaccurate target of "health poverty alleviation","inadequate capacity of grass-roots health services","excessive waste and utilization of medical services" and "inadequate sustainable development" caused by increased financial burden.The reasons for these problems may be precise identification and acceptance.To the constraints of stakeholders,insufficient investment in primary health services,poor households’ biased understanding of the health insurance system,and the government’s misplacement in the pursuit of health equity,etc.Therefore,the purpose of this study is to explore solutions to these problems.We can start with the establishment of dynamic supervision,the establishment of a scientific multi-dimensional identification system,the increase of investment,the promotion of grass-roots medical and health services capabilities,the strengthening of intervention,and the enhancement of the ability of health,poverty alleviation and sustainable development.Taking the innovative model of "health poverty alleviation" in Jiaozuo City as the research object,this study tries to explain the innovative and rationality of the innovative model of "health poverty alleviation" by using the theory of public goods and management innovation,and reveals the problems existing in the operation of the model and explores the ways to improve it so as to help Jiaozuo "health".The practice of "poverty" has played an active role in pushing forward.
