The Influence Of The "Two Ticket System" On The Contract Sales Organization And The Countermeasures

Since 2016,the state-level related policies in drug circulation have been implemented.The "two vote system" and "business tax increase" and "tax control and upgrading" have made great challenges for our pharmaceutical manufacturers and wholesalers in the way of drug camp management and promotion.In medicine "two vote" system,national tax force from business tax to value added tax policy,the patients in the hands of the middle lower drug prices,operating costs production enterprises and wholesale enterprises to reduce the state of each process,billing can be traced,severely hit VAT invoices behavior,and falsifying VAT invoices,reselling the penalty,the enterprise may not be through false invoices or find a shell company votes to non-compliance costs washed,the traditional clinical way to lose clinical costs will not be able to survive,has been pursuing to foreign academic promotion will be the main added value of secondary marketing become the main means of the future of domestic drug marketing.At that time,many "CSO" companies appeared in a short time,and exposed many serious problems.If they don't change in time,these "CSO" companies will be eliminated,or even punished by law.How to transform the marketing model of the drug under the two ticket system and how the financial compliance and the compliance of the behavior are the main contents of this article.In this paper,Tai Ling medicine and other large domestic CSO companies as the research object,the status of the company's development is described in detail,and a systematic analysis of the existing problems of its business services,and finally,specific solutions for these problems are formulated.Through literature analysis,case study,data analysis and other methods,after fully understanding the policy of drug operation and management,several typical cases were investigated and analyzed,and the current development problems of CSO company in China were summarized.At the same time,combined with the changes of China's or local policies,and drawing on some typical cases of foreign CSO companies,it provides a reference for the transformation and development of CSO companies in China.At the end of this paper,some suggestions are put forward from the scope of drug management and market expansion.
