Object:(1)Sorting out medical association in the system on the basis of relevanttheories,combined with the specific circumstances of the XinJiang Corps,in its originalinvestigation framework of the internal and external environment,added cooperation dimensionconditions,building medical association feasibility assessment framework.(2)Appling the indicatorframework constructed by expert advice to build the final index system for the healthadministrative departments and hospital administrators to carry out the evaluation of feasibility ofmedical association providing basis for decision making.Methods:(1)Literature study.Through literature review, specifically related concepts, understandthe relevant theories medical association,to find out the influencing factors of feasibility ofmedical association;consortium of Chinese medical literature related empirical studies conductedto find out the current commonly used tools, often test dimensions and indicators.(2)Focus groupinterviews.Within the scope of the Corps, invite leaders, scholars, to discuss the establishment ofmedical corps strengths and weaknesses of the Commonwealth, the Commonwealth of themedical establishment may exist during the main problems and solutions.(3)Delphi method.Through questionnaires and personal interviews in the form of established medical association onthe feasibility assessment indicators of science, may conduct, suitability seek expert advice, andthrough expert ratings calculation of the index weight.Results:(1)Health-related research consortium focused primarily on medical institutions in thestudy’s internal environment and external environment.(2)For the XinJiang Corps,the currentcorporate governance structure, distribution of benefits medical association, medical associationconcrete forms of cooperation are several key concerns.(3)The establishment of a suitableevaluation of the feasibility of the Commonwealth Medical XinJiang Corps range indicator systemwhich includes regional external environment, the core within the hospital environment, membersof the hospital’s internal environment and conditions for cooperation41stlevel indicators,262ndlevel indicators,473rdindicators, and gives the relevant index weights.Conclusion:In this study, based on literature review, focus group interviews to build theframework,Then through the Delphi method subjective weighting screening index calculated by the finalindex system and weight,Finally confirmed the regional external environment, the core hospitalinternal environment, cooperation hospital internal environment and conditions for cooperation as four1stlevel indicators,262ndindicators,473rdindicators of the formation of the medicalassociation feasibility evaluation index system.According to these studies we get the followingconclusions:(1) the current domestic empirical research on medical association most usedstrategic analysis tools to evaluate hospital.(2) focus group interviews pointing out that the Corpsregional medical association of construction and development, corporate governance structure,benefit distribution mechanism, joint approach is more critical and core issues.(3) constitutes areasonable choice Delphi experts, two rounds experts positive coefficient, coefficient authority,coordination coefficients satisfy the relevant requirements, the use of more appropriate displaymethod.(4) According to expert score by calculating the arithmetic mean of the feasibility ofsubjective weighting to obtain medical evaluation index system of the medical association of theweight of each indicator. Index weights each one: the external environment is0.2912, the corehospital situation is0.2587, cooperative hospital situation is0.1452, Cooperation conditions is0.3228, showing the conditions for cooperation and the relevant regional medical associationfeasibility of the external environment on a greater impact.
