In 2016,by the State Council issued the "three five five" national information planning,"" thirteen five "health and health planning" clearly pointed out that "thirteen five" period is to lead the comprehensive innovation of information,build the country Competition for new advantages of the important strategic opportunity period,is our country from the network power into the network power,grow into a global window of the Internet leader window period.Plans to 2020,covering urban and rural residents of the basic health care system is basically established to achieve access to basic medical and health services for all.?Objectives?: In this paper,the study will be conducted by the World Health Organization and the International Telecommunication Union,"Global eHealth observation"(GOe)observation group of the investigation content and results as the main comparison.In view of our country e-Health and developed countries there is a big gap,through e-Health foundation,legal architecture,telemedicine,eHealth records,e-learning,mobile medical,social media and large data eight comparative study for China E-Health development.?Research Content?E-Health is supported by electronic communications and is the product of the modern information industry extending from the field of general communication and government,business to population and health.According to the World Health Organization,e-Health refers to the transmission of medical information electronically and the provision of health care services.E-Health's initiative originated in the European Union.The EU defines e-Health for the use of advanced information and communication technologies to meet the needs of the general public,patients,medical staff,doctors,and medical policy makers.In order to implement eHealth directly,the World Health Organization established GOE to monitor and analyze the evolution of eHealth countries and to support national planning by providing strategic information.GOe's first goal is to conduct a global survey of e-Health to identify a set of benchmarks at the national,regional and global levels to take the necessary infrastructure to support the development of e-Health.In 2005,GOe conducted the first e-Health survey,the second and third respectively in 2009 and 2015.?Methods?The research methods used in this paper are mainly literature research method,omparative analysis method and intelligence analysis method.The first method is used to read the relevant information of the basic theory of e-Health,and the literature on the present situation of e-Health at home and abroad is discussed and analyzed in depth.Data from the World Health Organization's " Global Observatory for e-Health " GOe observation group of the third survey results,to conduct a comparative study.?Results?Based on the comparative analysis of the third e-Health survey results of GOe observation group,in order to optimize our e-Health system,we focus on the analysis of foreign e-Health development mode,and make the following suggestions in combination with our national conditions.
