Study On Monitoring And Evaluation Index System Of Healthy Cities And Towns In Sichuan Province

The construction of healthy cities and towns is an important part of advancing the construction of healthy China and winning the battle to build a well-off society in an all-round way.Monitoring and evaluation of the effects of healthy cities and towns construction could help the relevant departments of urban construction to effectively monitor the effectiveness of their work.Since the National Committee for Patriotic Health Campaign of the People's Republic of China promulgated the "Guiding Opinions on the Construction of Healthy Cities and Healthy Towns " in 2016,pilot projects have been actively carried out throughout the country,which has aroused wide public concern.Responsing to the call of the National Committee for Patriotic Health Campaign of the People's Republic of China,Sichuan province has established a pilot area for healthy cities and towns,and has clearly put forward the monitoring and evaluation of the construction effect in relevant policy documents to form a feasible construction model.Based on this,this paper carries out researching on the monitoring and evaluation index system of healthy cities and towns of Sichuan province.The article uses a combination of literature research method,expert consultation method,brainstorming method,Analytic Hierarchy Process(AHP),and mathematical statistics to build a healthy cities and towns monitoring and evaluation system.Firstly,using literature research and brainstorming method to sort out research ideas and indicators system construction proposals,etc.,so as to initially formulate a monitoring and evaluation index system for healthy cities and towns.Secondly,through the questionnaires issued by expert consultation,19 valid questionnaires were obtained,and the finalized monitoring and evaluation indicators were selected through analysis and processing of the collected data.Thirdly,we sorted out the index weight consultation questionnaires,using yaahp software to build a hierarchical model,calculating index weights,and then obtained the final index system.Then,the construction of indicators was discussed.The selection of indicators should be targeted and comprehensive.The selection of indicators using expert consultation method should ensure the authority and enthusiasm of experts.The calculation of index weight should be scientific and reasonable.Meanwhile we should establish corresponding monitoring and evaluation working mechanisms to guarantee theconstruction effectiveness.Finally,Finally,based on the results of this study,relevant suggestions are put forward,and the deficiencies in the research and the direction of follow-up research are also pointed out.
