| Content:In 1940s,rural cooperative medical insurance began to rise in China,and it has developed and improved for nearly thirty years.It reached its peak in the end of 1970s.Then it began to decline gradually.Until 2002,our country re established the new rural cooperative medical insurance system,and in 2003 on the basis of the new rural cooperative medical insurance system for serious illness.NCMS illness medical insurance system to prevent residents "impoverishment,play a major role in poverty,which is the main operation mode of commercial insurance.But due to the current reimbursement design is not reasonable,raise funds level is low,the new rural cooperative medical system only at the lower extent alleviate the farmer burden of medical illness,which affected the further development of new rural cooperative medical system.This paper analysis and case analysis,normative analysis and inductive method,discusses the concept of the new rural cooperative medical illness medical insurance system by using the methods of literature,practice mode and operation mode of commercial insurance to participate in medical insurance,and the case study of domestic and foreign commercial insurance to participate in medical insurance.In Zhejiang Province,Wenzhou City medical insurance business as an example,elaborated the Wenzhou city counties(cities,districts)and the overview of the implementation of the medical insurance business results,and analysis of the commercial insurance in the advantage of the system based on the problems,put forward countermeasures to improve the system construction,namely the implementation of the "tax cuts,tax revenue the" special provisions,and gradually establish a Business insurance company and the depth of government coordination mechanism,insurance companies,medical institutions and the new rural cooperative medical management institutions should continue to collect and share data. |
