A Study On Registration System Of Establishment In County-level Public Hospitals

"Establishment" is a challenge encountered in the reform of public hospitals at the county level when it goes deeper.In the context of the promotion of national decentralization in full swing,the Organization Establishment Sectors makes way for more space of autonomous management for public hospitals and comes up with the measures of t "Registration System of Establishment",so as to reform the management of "establishment".Taking Hejiang County of Sichuan Province as an example,the paper analyzes the management status and existing problems of county-level public hospitals.Based on the reference of advanced experience in pilot areas of "Registration System of Establishment",some countermeasures and suggestions are presented concerning the implementation of "Registration System of Establishment" in county-level public hospitals.Overall,the paper is divided into four sections:First and foremost,the first section gives an introduction about relevant concepts and theories of "Registration System of Establishment",such as the concepts of "Registration System of Establishment","Unit Person","Decentralization" and so on.Combined with the comprehensive literature,the main points are summarized to facilitate the comprehension.In terms of theories,various theories supporting the "Registration System of Establishment" directly are selected in the paper,including Public Product Theory,Public Choice Theory and the Theory of Social Power.Subsequently,the second section involves the analysis of current situation and malpractice of public hospitals in Hejiang County.After elaborating on the status quo of examination and approval system,real-name system management,management of number of leadership positions,post management,title management,personnel number control and management and degree of rule by law regarding the current staffing administration,a variety of management deficiencies are identified in public hospitals in Hejiang County,for instance,low degree of the rule by law,strong administrative color,lack of flexibility in employment system and salary system.Then,the underlying causes are listed in this part.Then,the third section conducts an analysis of the experience and limitation of "Registration System of Establishment" in Shandong,Beijing and Shenzhen and other places.It can be observed that there still linger some limitations in the scientificity of the checking and rectifying standard of staff establishment and the realization of goal of reform and real-name system,despite that it has been regarding in the formulation of standards of staff establishment,dynamic adjustment,classified personnel management and so on.In conclusion,the fourth section proposes the policy suggestion of carrying out the "Registration System of Establishment" in county-level public hospitals.Summing up the afore-said analysis results,the paper put forward various countermeasures,mainly consisting of strengthening the construction of legal system,formulating scientific establishment approval standard,excluding establishment registration out of the controlling scope of total number of staff county-wide,promoting the corporate governance structure,realizing personnel autonomy of hospital,and implementing annual report system under the management of real-name system.
