Occupational Hygiene Supervision Based On Synergetic Management Theory

China has entered the age of large-scale industrial machinery rapidly after the foundation;and as its economy develops speedily,occupational hygiene supervision operation has also gradually built up and made some achievements in protecting labors’ health and right as well as in promoting the continuous development of economy.However,occupational prevention and cure operation of China still has long way to go based on current status.China now becomes one of the countries with the most patients of occupational disease,ranks the first in the number of people contacting occupational hazards and accumulated patients of occupational disease.Here comes the urgent request for both theory and reality is how to build an effective supervision mode and find a feasible way to change the severe situation of current occupational prevention and cure operation.Under such circumstances,this paper starts with synergetic supervision,combines theory and reality to dig into current mode of occupational hygiene supervision operation of our country.This paper is divided into six portions.First,the introduction part,mainly discusses the background,purpose and significance of this paper,summarizes domestic and international references,elaborates the study method and contents and also raises the innovation and insufficiency of this paper.Second,the introduction of relative concepts and theory basis,starting from basic concepts explanation including occupational disease,occupational hygiene,occupational hazard factors and occupational hygiene supervision and management;elaborating the developing history of our occupational hygiene supervision since the foundation of PRC;then dissecting the theory of stakeholders and synergetic management.Third portion,taking Wuxi for an example,describes current status of occupational hygiene supervision mode,analyzes the performance of each supervision department and lists existing problems in details from each regulatory subject,regulatory object and supervision system.Forth portion analyzes the causes of occupational hygiene supervision issues and concludes from relative regulations system,the interior of supervision department and supervision subject and object.Fifth portion states the domestic and international experiences.This part summarizes the inspiration to Wuxi Occupational Hygiene supervision mode through the analysis and comparison of the advantages from Occupational Hygiene supervision mode of Finland,Japan,British,Shanghai and Shenyang.Sixth portion provides policy suggestions.This part tries to propose ideas from many perspectives based on the occupational hygiene supervision mode structure constructed on synergetic management theory,like integrating government supervision departments,the interior of supervision subject,supervision subject and object and constructing cooperation mode between government and society,to drive supervision mode to become reasonable,and to provide theoretical and realistic grounds for the continuous development of Occupational Hygiene area.
