Research On The Third-party Evaluation Mechanism Of Chongqing Public Hospital Performance Appraisal

Objective: Starting from the analysis of the concept and related theories of the third-party evaluation mechanism of public hospital performance appraisal,this paper analyzes the current situation and existing problems of the third-party evaluation of public hospital performance appraisal in Chongqing,discusses the necessity of constructing the third-party evaluation mechanism of public hospital performance appraisal,studies the construction ideas of the third-party evaluation mechanism of public hospital performance appraisal,and takes z hospital in Chongqing as an example to carry out empirical research,find out the problems and improve the third-party evaluation procedure of public hospital performance appraisal,and puts forward policy suggestions.Methods: the related concepts and theories of the third-party performance appraisal in public hospitals were sorted out by referring to the relevant literature at home and abroad.This paper reviews the development of the thirdparty performance appraisal of public hospitals in China,and takes the thirdparty performance appraisal of three typical public hospitals in Chongqing as a case study.By using the method of panel discussion,the interview outline was designed,and the leading experts at all levels related to the third-party evaluation of Chongqing public hospital performance appraisal were selected for semi-structured interview.Based on the third-party evaluation mechanism of public hospital performance appraisal,this paper selects Z hospital in Chongqing,and uses empirical research to examine the problems existing in the mechanism and to observe and summarize the new theory.Results:1.There are some problems in the third-party evaluation of Chongqing public hospital performance appraisal,such as lack of feedback mechanism and constraint mechanism,imperfect responsibility mechanism,non-institutional evaluation subject,etc.This paper puts forward the necessity of constructing the third-party evaluation mechanism of public hospital performance appraisal.2.From four aspects of the organization form,rights and obligations,evaluation procedures and supervision methods of the third-party evaluation mechanism of public hospital performance appraisal,this paper puts forward the basic ideas of constructing the third-party evaluation mechanism of public hospital performance appraisal in Chongqing.It is believed that the third-party evaluation organization of public hospital performance appraisal should absorb the personnel from all walks of life to participate in the personnel composition,set up the rolling expert database and stable management personnel,set up the national and district and county public hospital performance appraisal thirdparty evaluation organization,actively develop a variety of non-governmental evaluation intermediary organizations,and establish a dynamic management system of public hospital performance informatization.3.Through the empirical study of Z hospital in Chongqing,we find that the standardization and scientificity of the evaluation standard and method are not enough,and the quality of the hospital is declining after the evaluation.This paper puts forward the following policy suggestions on the construction of the third-party evaluation mechanism for the performance evaluation of public hospitals in Chongqing: first,the introduction of relevant laws and regulations on the third-party evaluation;Second,strengthen the information construction;Third,vigorously cultivate the public hospital performance appraisal third-party evaluation market.
