The Study Of Solution To The Problems In The Operation Of The New Rural Cooperative Medical In LongNan City

New type of rural cooperative medical care system as an important part of China's basic medical insurance system has played a positive role in protecting of farmers' health and improving farmers' living standards.In this paper,on the basis of existing research,the author will mention the problems existing in the operation of the new rural cooperative medical care in LongNan city and countermeasures to solve the problems.The new rural cooperative medical care system in protecting farmers health life plays a very important role in LongNan city.It has achieved initial success,but compares with the eastern coastal areas---economic basis' s superiority,the new type of rural cooperative medical care system and its operation still exist many problems.These problems mainly for health services unfair;grassroots health institutions service function weak;financing difficultily;negativing opinoins of farmers;and some counties the compensation of the new rural cooperative medical scheme is not reasonable.So far,there has not any special laws and regulations to solve the problems of a new type of rural cooperative medical care asystem.These problems deeply affect the healthy development of the new type of rural cooperative medical care system.The cause of the new rural cooperative medical problem in LongNn city is mainly embodied in the new rural cooperative medical care system,the defect of the rule of law,low level of the new type of rural cooperative medical care fund raised,the safeguard ability is limited,related information management construction lag,the allocation of health resources is not reasonable,medical institutions service level is too low,the level of farmers' understanding of new farming and system is not high and consciousness of cooperation in all aid is not strong etc.To solve these problems,our government should be from the system consummation and the rule of law construction,transformation and stable financing mechanism,improving the level of information management,reasonable allocation of health resources,improveing the service level of medical institutions.Through publicity and education of farmers to learn new knowledge and cooperating in all aid and other aspects of consciousness,the new rural cooperative medical care system and its operation mode will be optimized to bring benefits to the rural people.
