Research On The Reform Of Medical Insurance Payment Method Under The New Medical Reform

In recent years,with the continuous improvement of people's living standards and the increasing awareness of health,the total expenditure of medical and health costs has also increased rapidly,which is the universal problem facing the medical insurance system in our country and in the world.How to curb the rapid growth of medical costs and ensure the quality of medical services has become a topic of increasing concern.The medical insurance payment method is the central link of the medical insurance system.It is the valve to control the medical expenses.It is the lever to optimize the medical resources,and it is also an important means to regulate the medical insurance fund.In March 2009,the Central Committee of the Communist Party of China and the State Council released the opinions on deepening the reform of the medical and health system to the public,which opened the prelude to the new medical reform.This thesis takes new medical reform as background,based on the medical insurance payment method as the main research content,using the literature induction,case analysis and other qualitative methods,combined with the basic concepts and related theories of medical insurance payment methods,the present situation of the medical insurance payment mode in S City and the problems after the implementation effect are analyzed.The successful experience in the United States,Germany,Singapore and the cities of Beijing,Shanghai and Zhenjiang,and then put forward the countermeasures and suggestions to improve the reform of medical insurance payment in S City: improve the medical insurance system,establish a multi-level medical insurance system,and carry out the payment of the disease type under the total prepayment.We should make full use of the Internet information technology,establish information sharing mechanism in the era of large data,strengthen the management and supervision of the medical insurance fund budget,and actively play the role of the peripheral supporting measures.I hope that through the efforts of all parties,the S city can provide a more scientific and reasonable payment mode of medical insurance,so that the payment of medical insurance will play an effective role in reducing the economic burden of the insured patients.
