Guangxi province is the key collective forest area in southern China,which is rich in forest resources,also the first pilot forest insurance province in our country.In cent years,insurance has developed rapidly in Guangxi,but there are few relevant studies,and the research on forest fire claim assessment system is still in its infancy.Forest fire causes great loss to the property of forest operators,and forest insurance provides strong protection for operators.Therefore,it is of great practical significance to reasonably evaluate the claims of forest asset insurance in forest fire.In view of this,in order to reveal the Guangxi forest tree asset fire insurance claims to evaluate the problems and the countermeasures,this paper takes Guangxi for the forestry survey planning and design co.,LTD.,since 2011 to carry out the forest fire insurance claims assessment case as the research data,from the characteristics of forest resources,forest fire characteristics,claims assessment measures,claims assessment organization and claims assessment methods of forest insurance claims review on the empirical analysis.The results show that:(1)By studying the fast-growing eucalyptus forest fire commercial insurance claims assessment case,unit accumulation loss value in 93~1187 yuan/m~3,in order of low to high for cooked Lin(93 yuan/m~3)<mature forest(143 yuan/m~3)<nearly cooked Lin(230 yuan/m~3)<mid-maturation forest(449 yuan/m~3)<sapling forest(1187 yuan/m~3).It can be seen that with the increase of forest age,the value of unit storage loss decreases gradually.(2)According to the statistics of the number of trees in hectares,the value of the unit storage loss is 101-302 yuan/m~3,and the order from low to high is 600~1200 plants/ha(101yuan/m~3)<1200-1800 plants/ha(122 yuan/m~3)<2400-3000 plants/ha(181 yuan/m~3)<1800-2400 plants/ha(302 yuan/m~3).The highest loss per unit of storage is in the range of1800~2400 plants/ha,and the lowest is in the range of 600-1200 plants/ha.It can be seen from the study that in the range of 600-2400 plants per hectares,the number of plants per hectares increased and the value of unit storage loss increased gradually.(3)According to the statistics of average tree height range,the value of unit storage loss is 85-416 yuan/m~3,and in order from low to high,it is 15-20 meters(85 yuan/m~3)<20-25meters(86 yuan/m~3)<10-15 meters(255 yuan/m~3)<5-10 meters(416 yuan/m~3).Average tree height ranges from 5 to 10 meters.The average tree height in the range of 0-20 meters has the tendency of increasing tree height and decreasing unit storage loss value.(4)According to the statistics of average DBH range,the value of unit storage loss was85-347 yuan/m~3,and in the order from low to high,it was 12.0-16.0 cm(85 yuan/m~3)<16.0-20.0 cm(99 yuan/m~3)<8.0-12.0 cm(187 yuan/m~3)<5.0-8.0 cm(347 yuan/m~3).The average DBH ranged from 5.0 to 8.0 cm for the highest unit volume loss and 12.0 to 16.0 cm for the lowest.The average DBH ranged from 5.0 to 16.0 cm,with a trend of increasing DBH and decreasing value of unit storage loss.(5)Different estimation methods were adopted for stands of different ages,replacement cost method was adopted for young stands,and the afforestation cost was determined according to the afforestation design of each species to prevent the evaluation results from being different.Middle and near mature forest is evaluated by harvest present value method to determine the forest cost reasonably.The market price inversion algorithm is adopted for mature and overripe forests to reasonably calculate the operating profit.cases in the same region affected stand with tree species,both because of factors such as sorts of forest and forest age difference,make the final evaluation results also different.(6)Compared with the evaluation of forest loss in specific cases by the replacement cost method,the harvest present value method and the market price inversion algorithm,it is found that the value evaluation of forest trees is special and should be combined with the realistic factors such as the wide forest business scope,complex site conditions and business cycle to estimate the forest value.(7)Different estimation methods were adopted for stands of different ages,replacement cost method was adopted for young stands,and the afforestation cost was is a certain deviation between the identification of property losses and the actual situation,and the registered asset appraisers and forest resource asset appraisal experts strictly check the basic data,verification methods,assessment methods and assessment results of the assessment to ensure that the assessment results are scientific and reasonable.
