Agriculture and animal husbandry are key areas for promoting rural revitalization in the new era.In 2020,the Central Document No.1 made important instructions on promoting high-quality agricultural production models,innovating the new model of integration of farming and animal husbandry in the northern agricultural and pastoral zone,and focusing on promoting food reform Feeding develops new animal husbandry.In recent years,in Inner Mongolia,under the background of implementing grassland ecology and forage land construction and carrying out pilot policies on grassland and animal husbandry,the development direction of agriculture and animal husbandry is particularly important.Therefore,it is of great significance to study how to transform the production and operation mode of agriculture and animal husbandry,increase production efficiency and income of farmers and herdsmen to achieve harmonious development of production and ecology in pastoral areas in Inner Mongolia.This article first sorts out the development of Inner Mongolia's direct grain subsidies and ecological grassland animal husbandry policies.Secondly,taking Hulunbeier,Kerqin Grassland,Wulanchabu,Erdos,Xilinguole and Alashan as the research areas,from the perspective of grain planting,analyze the changes of grain planting area and grain output in various regions from 2000 to 2017.Combined with meteorological data and relevant statistical yearbook data,the influencing factors of grain production were analyzed,and the Cobb-Douglas production function was constructed,and the growth of grain planting area was further analyzed with a robust standard error panel regression model of "heteroscedasticity-sequence correlationsection correlation".And whether the increase in grain output will increase the per capita net income of farmers and herdsmen.Research indicates : Under the guiding factors of the grain subsidy policy and the grassland animal husbandry policy,the grain planting area and the artificial grassland area in the grassland area of Inner Mongolia have increased significantly,among which the grain planting area in semi-agricultural counties are particularly obvious.The expansion of the grain planting area and the increase in grain output in the grassland areas have promoted agricultural output and regional economic development.However,in terms of the research area,expanding grain cultivation significantly reduced the net income per capita of the 29 animal husbandry countries in the study area.Therefore,whether the development of the animal husbandry continues to expand grain cultivation is worth further consideration.Inner Mongolia,as China's main commodity grain base and an important livestock product base,urgently needs to coordinate and coordinate grassland production functions on the basis of protecting grasslands and promote the coordinated development of the ternary planting structure of grain,cash crops and forage.In short,the increase in grain planting area in Inner Mongolia 's agricultural areas and semi-agricultural areas helps increase the per capita net income of farmers and herdsmen.Areas such as Xilinguole,Alashan and Kerqin are more suitable for reducing the area of grain planting and vigorously developing grassland animal husbandry to promote the effective growth of per capita net income.
