Research On The Dynamic Analysis Of Fuqing Forest Resource And It's Protection Management Based On "3S" Technology

Forest land is an important part of forest resources.Through monitoring the dynamic changes of forest land resources,understanding the current situation and dynamic changes of forest land resources,carrying out scientific and reasonable forest land management planning,and strengthening the management of forest land protection and utilization are important measures to realize the sustainable development of forestry.With the application and development of"3S"technology in forestry,the"3S"technology provides a strong technical support for forest resource data updating,and carries out dynamic monitoring and management of forest land changes more conveniently and efficiently.The"3S"technology was used to study the changes of forest resources in Fuqing in this paper.Based on the data of"one map of forest land"from 2016 to 2018,the current situation and the changes of forest land are analyzed to grasp the changes of forest resources in Fuqing,so as to find out the problems existing in the protection and utilization of forest land in time,provide decision support for the formulation of forest policies,control the development of forest land in favorable aspects,and provide scientific basis for forest land supervision.The results are as follows:(1)Present situation of forest land resources in Fuqing:The total land area is 156200.67 hm~2,including 68656.21 hm~2 of forest land,87544.46 hm~2 of non-forest land,41.98%of forest coverage.Forest coverage has basically reached the target of 41.85%by 2020.Forest land area is 57926.27 hm~2,sparse forest land area is 138.73 hm~2,shrub land area is 7661.23 hm~2,non-wooded land area is 612.29 hm~2,nursery land area is 168.75 hm~2,no stumpage forest land area is 256.22 hm~2,suitable forest land area is 1890.48hm~2,and forestry assisted production land area is 2.24 hm~2.Forest land protection level II area is 33491.67hm~2,level III area is 5622.61hm~2 and level IV area is 29541.93hm~2.(2)During the forest land change investigation period from 2016 to2018,there are 5869 spots changes in Fuqing.The forest land area in Fuqing decreased by 478.03hm~2,including 7179.80hm~2 for forested land and 1251.6hm~2 for sparse forested land.The areas of shrub land,non-wooded land,nursery land,no stumpage forest land,suitable forested land and forestry assisted production land increased by 6525.75hm~2,403.71hm~2,59.88hm~2,2.76hm~2,959.03hm~2 and 2.24hm~2 respectively.In the dynamic change of non-forest land and forest land,the area of non-forest land converted to forest land is 0.09hm~2,and the area of forest land converted to non-forest land is 478.12hm~2.(3)In the investigation of forest land change from 2016 to 2018 in Fuqing,the causes of forest land change are:afforestation renewal,forest harvesting,planning adjustment,use of forest land for construction projects,disaster factors,natural factors and investigation factors.The change area is 12273.74hm~2,including 52.37hm~2 caused by afforestation and renewal,30.76hm~2 caused by forest cutting,2.05hm~2 caused by planning adjustment,358.21hm~2 caused by using forest land for construction projects,114.92hm~2 caused by disaster factors,1507.95hm~2caused by natural factors and 10207.57hm~2 caused by investigation factors.Accounting for 83.17%of the total change area was caused by investigation factors.The results show that after the"Forest Land Protection and Utilization Plan of Fuqing,(2010-2020)"was issued,the requisition and occupation of forest land in Fuqing decreased during the change period and was controlled within a certain range as required.In order to further improve the level of forest land resources protection and management in Fuqing,it is imperative to increase capital investment,introduce outstanding talents in forestry economy and forestry technology,provide a good working and living environment for grass-roots forestry talents,improve the professional level of grass-roots forestry work stations,forestry administrative law enforcement agencies and teams,encourage forestry workers to adapt to the new era and new technologies,master the operation of forestry software skillfully,promote knowledge updating,and build a lean,efficient and high-quality forestry team.
