Research On The Cultivation Mechanism Of New Professional Herdsmen In Xilingol League

In recent years,"highly cultivating new professional farmers and herdsmen" has appeared in the Central Document No.1 for many times,which embodying the importance attached by the party and the country to cultivating professional new herdsmen.Herdsmen are the backbone of the modernization of animal husbandry that play a vital role in the development of animal husbandry.However,herdsmen are currently restricted by factors such as educational level,ideology,market awareness and the ability of accepting knowledge.And the existing conventional labor force in pastoral area cannot satisfy the needs of the development of animal husbandry modernization.Therefore,highly cultivating new professional herdsmen is the foundation project and also the inevitable choice for the pastoral area become modernized.Herdsmen in Xilingol League are the investigations objects in this article,Xilingol League is a pilot city for the modernization of grassland pastoral area in the autonomous region,which has a certain representativeness.At present,the cultivation of new professional herdsmen in Xilingol is still at the beginning stage,and the cultivation mechanism has not yet completed.How to improve the cultivation mechanism and to improve the quality of cultivation of new professional herdsmen are the urgent problems.According to the reality of Xilingol League,this article initially introduces the background,significance and purpose of the topic,clarifies the research methodology and demonstrates the innovation points and some possible deficiencies.Secondly,scientific definitions are set for the two core concepts including new professional herdsmen and herdsmen cultivation,and the research is processed based on human capital theory and demand level theory.Afterwards,the field investigation is conducted by interviewing and questionnaires of 146 herders in Xilingol.The macro data and information are acquired by meeting with local leaders.Combined with the collected data,on the one hand,descriptive statistics are performed based on herdsmen's willingness to participate in cultivation and their needs,On the other hand,the current cultivation mechanism is divided into five aspects:management mechanism,selection mechanism,teaching mechanism assessment mechanism and guarantee mechanism.The operation status of these five mechanisms are analyzed.After combining the contents of these two aspects,the problems that existing in current cultivation of new professional herdsmen in Xilingol can be figured out.For example,the promotion of cultivation is inadequate,the cultivation content is single,the assessment mechanism is not rigorous,and the local regulation is incomplete.Finally,based on the problems mentioned above and summarized the actual situation,the corresponding policy recommendations are proposed for different cultivation mechanisms so that to improve the effectiveness of cultivation of new professional herdsmen.It also plays an active role in selection of cultivation mechanism in other pastoral areas.
