Cultivated land resources are the most precious resources for human survival and are vital to human life.To ensure the sustainable development of agriculture,we must pay close attention to the quality of cultivated land. The contradiction between man and land is intensifying, and the per capita cultivated land area is seriously insufficient The problem of the amount of cultivated land and the quality of cultivated land are all serious problems facing China. Therefore, how to improve the quality of cultivated land and use a limited amount of cultivated land to feed a large number of people is an urgent problem that China needs to solve.Jin'an District is located in the western part of Anhui Province, north of Dabie Mountain. It is located between 116° 28' and 116° 50' east longitude and 31°16'to 32° 05' north latitude. It is east to Feixi and north to Shouxian.Yu'an District, south of Huoshan,Shucheng,in the center of Lu'an area.At present,Jin'an District is in a new stage of rapid economic development.Land type changes are accelerating, land supply and demand contradictions are intensifying, and the contradiction between economic development land demand and cultivated land protection is increasingly obvious. Therefore,it is of great significance to carry out efficient and accurate evaluation of cultivated land quality for efficient use of cultivated land resources. This paper takes Jinan District as the research object, based on GIS technology,ArcGIS10.2 platform, county arable land resource management information system software and Excle,SPSS and other analysis software, based on the 2017-2018 Jinan District soil testing formula data, using ArcGIS 10.2 superimposed the administrative division map of Jin'an District, the soil map of Jin'an District and the land use map of Jin'an District to form the basic cultivated land evaluation unit. The three methods of inverse distance weight interpolation(IDW),spatial connection and attribute connection were adopted. The evaluation of the cultivated land evaluation unit is carried out to ensure the accuracy and rationality of each evaluation index data;the index system and weight are determined by Delphi method and AHP,and the membership function model of each evaluation factor is constructed by using fuzzy mathematics; Finally, the comprehensive index of cultivated land quality in Jin'an District was calculated by comprehensive index accumulation method. The division of Jinan District was divided by the principle of equal spacing and the principle of controlling the two ends. Finally, the cultivated land in Jinan District was divided into one to ten grades.According to the grading standards of main traits of cultivated land quality in Anhui Province, the contents of organic matter, available phosphorus and available potassium in Jin'an District are at the upper-middle level, among which the cultivated land with medium organic level accounts for 61.73%of the total area, and the cultivated land at a higher level accounts for a higher level. The total area is 37.52%;the organic matter content of different towns and towns in Jin'an District is also different. The overall trend of organic matter content is higher in the central and southern margin townships, and the remaining townships are basically at medium level;the effective phosphorus content in Jinan District is medium level.Cultivated land accounted for 50.83%of the total area, reaching a higher level of cultivated land accounted for 43.27%of the total area;Jinan District's area of available potassium content reached a medium level of 37.91%,and the content reached a high level of 48.03%.The total cultivated land quality in Jin'an District is divided into ten grades:the first-class land area is 7108.32 hectares, accounting for 9.1%of the cultivated land area;the second-class land area is 12567.24 hectares, accounting for 16.1%of the cultivated land area in Jin'an District;the third-class land area is 16597.93 hectares. It accounts for 21.3%of the cultivated land area in Jin'an District. The first to third places are high-yield fields in Jin'an District. The area of fourth-class land is 13,432.49 hectares, accounting for 17.2%of the cultivated land area in Jin'an District;the area of fifth-class land is 10,430.34 hectares, accounting for 13.4%of the cultivated land area in Jin'an District;the area of sixth-class land is 7,066.68 hectares, accounting for 9.1%of the cultivated land area in Jin'an District. The four to six places are the middle-field areas of Jin'an District. The area of the seventh-class land is 5150.59 hectares, accounting for 6.7%of the cultivated land area in Jin'an District;the area of 8th-class land is 3769.25 hectares, accounting for 4.8%of the cultivated land area in Jin'an District;the area of Jiu-Jing is 1249.55 hectares, accounting for 1.6%of the cultivated land area in Jin'an District. The area of the tenth area is 479.46 hectares, accounting for 0.6%of the cultivated land area in Jin'an District, and the seven to tenth places are the low-yield fields in Jin'an District.Based on GIS technology, combined with Delphi method and analytic hierarchy model to evaluate the quality of cultivated land in Jin'an District, compared with traditional methods, the research process is more scientific and simple, the results are more accurate and reasonable, and greatly improve the quality evaluation of cultivated land in Jin'an District. The efficiency of the work ensures the reliability of the results and provides strong data support for the establishment of the agricultural big data service platform in the later stage.
