Study On Risk Guarantee System Of Black Tea Disaster In Anhua Of Hunan Province

As a big agricultural country,agricultural risk problem has been troubling the pace of agricultural production development and restricting the sustainable development of agriculture.To establish the system of agricultural disaster risk protection,we must first consider the regional agricultural environment.Considering the vast territory of our country,agricultural production is affected by the multiple factors such as climate,geology and geomorphology.In this case,this article selects Hunan province of Hebei Province as the research carrier of the agricultural disaster risk security system,and takes the black tea of Anhua as the object of study,and analyzes the behavior and existing problems of the three main bodies of the government,the market and the tea farmers in each link in pre disaster prevention,disaster prevention and reduction,and after the disaster relief.A complete and effective regional agricultural disaster risk guarantee system is proposed and rationalized,and provides reference for other regions.To found the problem,analyzing problem,solving problem as the research train of thought,on the domestic and foreign agricultural disaster risk security domain research results as the foundation,adopts the method of field investigation and research,draw lessons from the American model,Japanese model and the successful experience of developed countries,emphatically elaborated the agricultural policy,fiscal subsidies,agricultural insurance is worth reference part.In order to establish and perfect the risk protection system of black tea agricultural disaster in Anhua of Hunan Province,the following suggestions are put forward.Hunan province should focus on the construction of the rescue system,the improvement of relevant laws and regulations,the improvement and popularization of agricultural insurance,the establishment of a primary disaster risk guarantee system,and the gradual introduction of diversified risk guarantee tools.The government should clarify its own responsibilities in the system,strengthen the top level design,guide and improve the construction of agricultural disaster prevention and disaster reduction system.The agricultural insurance market should try the "co guarantee"development mode,steadily increase the characteristic insurance,and improve the reinsurance mechanism to meet the market demand.We should pay attention to improving the subjective initiative of farmers to participate in agricultural disaster risk protection,and cultivate farmers' awareness of agricultural disaster risk management and control.
