Research On The Problem Of "Grain For Forage" Under Project System

In 1994,the country carried out the tax sharing system reformation,the project system as a top-down form of resource allocation has been gaining prevalence,and It has also been used in various types of projects.The project system as an important mechanism for national governance and implementation of policy tasks,It is also a hot research topic in the academic field.However,the current research on project system is mostly limited to the research between governments,and between governments and villagers,and between governments and enterprises.The“Grain for forage” project is one of the projects formulated by the state for industrial adjustment.By promoting the coordinated development of ternary planting structure of grain,cash crops and forage,the traditional planting concept is transformed,and a new agricultural production structure of planting and raising cycle,integrated production and addition,giving full consideration to grain and forage,and combining farming and animal husbandry is constructed.The "Grain for forage" is a representative project related to agriculture and animal husbandry.The state hopes to achieve the goal of adjusting the industrial structure to promote the development of animal husbandry through the "Grain for forage" project,and enterprises hope to get the corresponding subsidy funds for their own development through the project.This paper is to T city "Grain for forage" project as an example,combining the theory of control of the project scheme,the government at a higher level as the "clients",the local government as a "contractor",farming enterprises as "agent",using the control theory to explore "commission-contracting-agency" relations tripartite operation logic,research "Grain for forage" project operating mode.It mainly includes the principal leading,the contractor cooperating,and the agent participating in the analysis of three subjects,to analyze how they operate in the operation process of the "Grain for forage" project system.Then,the results of "Grain for forage" project operation were analyzed.Through analysis and research,it was found that the original intention of "Grain for forage" projectwas partially realized,the policy intention of the state was implemented,the enterprise was developed,and the relationship between the government and the enterprise was closer.But there is also the enterprise participation,financial capital utilization rate is low,farmers forage planting intend deviation from expected results.Next,this paper uses project scheme”Controlling power” and "Principal-agent" theory "Grain for forage" project operation are analyzed and the reasons of deviation between expected,mainly to the top-level design flaws,the contractor project participation is insufficient,the agent endogenous power is not strong,but also will affect "Grain for forage" of the project itself and other external influence made a brief analysis.Finally,combined with the actual situation,the paper uses the theory of "Principal-agent" of the project system to put forward improvement Suggestions,which are mainly to optimize the top-level design,strengthen the participation of the intermediate government,and improve the efficiency of enterprises.Finally,the author hopes to gain more experience and lessons from the operation of "Grain for forage" project through the analysis of project operation,so as to promote the operation of "Grain for forage" project and similar projects in enterprises in reality,and make them smooth and meet the expectation.
