Since ecological agriculture with commodity (EAC) has been constructed in An’sai County during last years, ecological environment and agricultural industries have developed, but the further development of local agro-ecological economic system is seriously hampered by the inconsistent situation of economic system and ecological system. Thus, exploring the evolution process and development status of EAC system and assessing the benefit of EAC constructed in An’sai County during last decade, have important practical significance for optimizing eco-economic system coupling, and promoting the balanced development of regional ecological economy. In this paper, the evolution process and major influencing factors of EAC system in An’sai County were analyzed by the theory of ecology, economics, ecological economics and systemic engineering. After that, the evaluation index of EAC implementation effect was established. Then, using the EAC integrated assessment model, the evolution process and implementation effect of EAC in south, central and north An’sai County were assessed at the county level and household level respectively. Based on the above investigation, the corresponding development strategy of EAC systems in An’sai County was proposed. Conclusions are shown as following:(1) By the implementation of Grain for Green Project, EAC was constructed in An’sai County with remarkable effects. Compared to1998, forest and grass coverage rate increased by24.00%but average annual soil erosion modulus decreased55.56%in2009. Besides, net income per capita in rural areas increased by208.91%in2009compared to1998, with significant decrease in the income proportion of grain plantation and livestock farming. Meanwhile, urbanization rate and commercial agro-products rate in rural areas rised by10.10%and46.32%respectively.(2) Through analyzing the evolution process and factors of agro-ecological-economic system in An’sai County during last decade, it was found that EAC could be characterized by the "Environment","Agricultural Resources","economic efficiency" and "industry trend. On this basis, the composite evaluation index and weights of the EAC implementation effect were established. (3) By using the established composite evaluation index and the comprehensive evaluation model, the evolution process of EAC system in An’sai County was quantified. Results showed that:During the period1998to2009, the evolution of EAC system in An’sai County could be compartmentalized into3phases:economic system recession and ecosystem smooth transition stage (1998~2001), economic system recovery and ecosystem rapid development stage (2002~2004), economic system rapid growth and ecosystem benign fluctuations stage (2005~2009). From1998to2009, EAC system in An’sai County evolved from the "fair" grade to the "well" grade, with the overall level growing. The "ecological environment" was from low to high then stabilized,"agricultural resources" was on upward trend, and "economic efficiency" and "industry trend" significantly increased. System development was promoted by the change of system evolution status and its influencing factors, but the further development of EAC system was hampered by the reduced vegetation resources utilization and the degrading consistency between resources and industries that derived from the enforced vegetation protection.(4) Studies at household scale showed that EAC in south, central section, north and whole An’sai County developed "well", which corresponds with the comprehensive assessment result at county scale. However, there was significant difference among the EAC implementation effects in different locations, which was caused by the natural and social variations in south, central and north An’sai County.(5) To promote the further development of EAC, farmland irrigation system and water-saving agriculture should be advanced as well as vegetation resources utilization, and agro-ecological economic system coupling could be enhanced.
