Research On Current Situation And Restricting Factors Of Technical Innovation Of Mutton Sheep Breeding In Jilin Province

Jilin Province is an important animal husbandry province in China.Animal husbandry has a unique natural resource advantage,but the mutton sheep industry in Jilin Province is not only low in output but also slow in development.The best way for the future development of mutton sheep breeding industry in Jilin Province is to rely on technological progress.Strengthening the construction of scientific research force of mutton sheep breeding industry in Jilin Province and promoting the technological progress of mutton sheep breeding industry have become the key link and urgent task for the development of mutton sheep breeding industry in Jilin Province.Based on Schumpeter's innovative theory and on the basis of field investigation and visits to scientific research institutes and farmers,this paper analyzed the current situation of mutton sheep breeding technology innovation in Jilin Province and the restrictive factors of mutton sheep breeding technology innovation,and drew the following conclusions:(1)Through the analysis of the innovation of mutton sheep breeds,epidemic prevention technology,feeding technology and feed in Jilin Province,the results obtained in the field of technological innovation in Jilin Province are helpful to the development of mutton sheep breeding industry in Jilin Province.By calculating the contribution rate of technical progress,it can be seen that the contribution rate of technical progress of mutton sheep farming in Jilin Province from 2007 to 2017 is much different from that of the 13 th Five-Year Plan.This shows that the technical progress rate of mutton sheep farming in Jilin Province is in a backward situation during this period,which indicates the urgency and importance of promoting technical progress for the development of mutton sheep farming in Jilin Province.(2)By visiting and investigating farmers of various scales,it is concluded that new technology innovation can only be applied in medium-scale and large-scale farms,and it is difficult for retail and small-scale farmers to apply new technology without certain economic strength.The current situation of the application of new technology of mutton sheep farmers and the technological innovation of Jilin Province exist the phenomenon of dislocation of production,teaching and research,which is not conducive to the balanced development of mutton sheep breeding industry in Jilin Province.(3)Through the analysis of the restrictive factors of technological innovation,we can see that the shortage of financial support for agriculture restricts the development of animal husbandry in Jilin Province,and also affects the growth of mutton sheep farming in Jilin Province.It is difficult to support the innovation of mutton sheep breeding technology and restrict the improvement of scientific research ability.The low welfare benefits of scientific researchers result in serious outflow of scientific researchers in sheep farming,imperfect agricultural science and technology extension institutions,which make it difficult to meet the technical needs of mutton sheep farmers.Farmers are restricted by their own conditions to apply new breeding technology.Leading enterprises lack of motivation for scientific research and can not promote the popularization of breeding technology innovation.Based on the above conclusions,the countermeasures and suggestions are put forward:(1)strengthening the construction of scientific research environment and improving the welfare of scientific research personnel,attracting more scientific and technological personnel into the main battlefield of scientific and technological innovation of mutton sheep breeding industry,and cultivating more scientific and technological achievements;(2)improving the construction of scientific research and extension institutions,improving the quality of scientific and technological extension team,and solving the problem of late service of technical innovation of mutton sheep breeding industry;(3)cultivating Leading enterprises of mutton sheep breeding industry should strengthen their ability to drive technological innovation;(4)improve the comprehensive ability of mutton sheep farmers and improve the conversion rate of technological innovation achievements of mutton sheep breeding industry.
