Study On Problems And Countermeasures In The Management Of Aquaculture In Dayu Bay,Wenzhou

China is a big maritime country with unique Marine resources.Among various types of exploitation and utilization of sea areas,aquaculture sea is the one that takes up the largest part of the sea area.Moreover,this type of exploitation involves more complex social problems,and the management problems in Marine ecological protection,guidance of the concept of rule of law,scientific utilization of resources and other aspects are also very serious.Therefore,I selected the management of Dayu bay aquaculture sea as the research topic,analyzed the problems in the management and put forward Suggestions and countermeasures.Dayu bay sea area is the largest natural laver farms,rich fishery resources.The management of this sea area has experienced a transition from "free" to "paid",and accumulated rich practical experience,which has strong reference and representative significance.Focused on the research topic of aquaculture management,the main content of this paper mainly describes the status quo of the management of aquaculture seas in the four aspects of management mode,concept,measures and results: First,the formation of "three rights separation" farming Use the sea management mode.Drawing on the ideas of rural land reform,the division of sea area ownership,contracting rights and use rights,clear the division of responsibilities between the government,state-owned enterprises and village collectives;Second,the concept of farming sea area management.As the executive body,the grassroots government adheres to the management concept of sustainable development and maintaining social stability in the management of aquaculture seas;the third is the reform measures for aquaculture management.Mainly in the policy propaganda,the implementation of the secondary contracting system for aquaculture,the implementation of the "nurturing the people’s card" system,the management of sea area information files and the coordination of law enforcement actions,etc;the fourth is the initial results of management reform.The formulation of policies and systems focused on fishermen’s management and ecological environment protection,and the urban and rural areas were improved.Supporting policies such as raising people’s credit loans reduced the risk of fishery development;grassroots governments took the lead in enriching the exhibition platform and improving the level of industrial development;The return system has increased economic income for the village collective.Based on the in-depth analysis of the current situation of the management of aquaculture seas in the Dayu Bay,I found that there are still many problems in the standardized management of the Great Fishing Bay,such as the passive collection of aquaculture seas,and the people still accustomed to towing,owing,hiding,etc.The ecological environment of the sea area is still undermined,the behavioral habits of the villagers have not changed;the management system is not perfect,the rights and interests of fishermen and preferential policies have not been put in place;the law enforcement personnel and equipment in the sea area are insufficient.Combined with the actual work,this paper analyzes the factors that cause the problems,and puts forward some thoughts and suggestions on consolidating and improving the results of the management of the aquaculture sea.The first is to improve the institutional system.Promote the implementation of various fishermen’s guarantees and compensation systems;second,scientifically carry out marine management.From the long-term perspective,we will attach importance to marine planning and do a good job in the functional division of sea areas.Third,we will strengthen the management of fishermen.Emphasize the main status of fishermen,pay attention to the management of fishermen’s groups in terms of employment training,industrial upgrading,and rights and interests;Fourth,implement the basic guarantee for sea area management.Increase investment in personnel and facilities,and gradually build a landscape of urban and rural development with dynamic industrial development and orderly social development.
