| The development of agriculture is a prerequisite for social stability.How to maintain the healthy and stable development of agriculture is particularly important for the development of the country.At present,throughout the country,in accordance with the strategic deployment requirements of the "exploration of the pilot system for cultivating cultivated land rotation as fallow" proposed by the Party Central Committee and the State Council,we are fully pushing for the exploration of the implementation of the cultivating crop rotation system as a fallow pilot system.This paper studies the organization method and policy system of the arable land rotation in Jilin Province.The purpose is to find out the existing problems by analyzing the status quo of the current cropland rotation,organization of cropland rotation and policy system,and put forward improvement measures to explore suitable arable land in Jilin Province.The rotation organization method and policy system provide a reference.Through literature research methods and questionnaires,this paper investigates the current situation of cropland rotation in Jilin Province,and combines the basic characteristics and major problems of cropland rotation in Jilin Province.The results show that there are various modes of crop rotation in Jilin Province.It has a wide range of distribution and obvious benefits,but there are problems such as insufficient attention to cultivated land rotation,blocked inspection of cultivated land rotation,lack of government macro-control,and low income of farmers.At the same time,this paper analyzes the organizational pattern of the arable land rotation in Jilin Province,combines the experiences and implications of the arable land rotation organization method in developed countries and regions,and proposes corresponding improvement measures for the organization of arable land rotation in Jilin Province,mainly establishing a new type of agricultural management.Subjects + farmer’s moderately large-scale management type;new-type agricultural management subjects implement order-type agriculture;increase propaganda.In addition,this paper also puts forward optimization measures for the cropland crop rotation in Jilin Province at the policy level,including improving the macro-control system of cultivated land rotation,improving the land rotation cropping supervision system,and improving the land rotation subsidy system.The supervisory system is divided into supervision and monitoring system and fund supervision system. |
