Establish Of Market-Oriented Farmland Water Conservancy System

Agriculture is the foundation of the development of national economy.Water conservancy have strong non-profit,basic and strategic in nature,which is indispensable condition of agriculture construction and is indispensable foundation of economic and social development.As the lifeblood of agriculture production,the farmland water conservancy projects directly affect the efficiency of agricultural production.So far,farmland water conservancy projects are far behind the needs of agricultural development,water resources use has become the key factor of agricultural development.Therefore,under this kind of circumstance,how to use the market mechanism to establish farmland water conservancy system and improve the efficiency of agricultural irrigation water are becoming more important.Based on the public goods theory,property right theory,this paper clarifies and defines the concept of farmland water conservancy system,the characteristics of farmland water conservancy projects property right,the concept of participative irrigation management and the concept of PPP model.Through the analysis of the property rights of agricultural water rights in China,the basis of China's water rights trading is clarified.Its effectiveness is discussed through cases of water rights trading.Combined with the reform of agricultural water price,the formation mechanism of water price of water rights transaction is determined.Based on analyzing the characteristics of farmland water conservancy on the feasibility of PPP mode in the construction of small water conservancy project,the author puts forward some countermeasures for the PPP mode challenges,which may exist in the application of PPP financing in the project;Reform process of irrigation management system in our country has combed,using SWOT tool to analyze the cooperation between PPP participants for the development.Finally,according to the research results,define the development of initial water rights and water price on the Lakeside Village Water Cooperation Organization,the practice of small water conservancy facilities construction and management,on the Hubin Village water conservancy system was reconstructed.
