In the report of the 19 th National Congress of the Communist Party of China,the strategy of rural revitalization was first proposed,and the construction of ecological civilization was upgraded to the “millennial plan”.The promotion of green development and the establishment of a clean,low-carbon,safe and efficient energy system were proposed.In 2018,the No.1 Document of the Central Committee pointed out that in the rural revitalization strategy,it is necessary to build an ecologically livable village.In order to implement the spirit of the 19 th National Congress,it is necessary to optimize and upgrade the energy structure of rural areas in China.The optimization of energy structure in rural areas is not only related to the economic environment of rural areas,but also affect the overall planning of the entire social energy environment.In the context of urban-rural integration,the rural economy is developing continuously,the employment structure of rural residents is changing,and gradually shifting from engaging in agricultural production to mainly engaging in non-agricultural industries;the disposable income of households is also increasing;the life concept gradually converge toward urban residents;rural transportation,power grids,natural gas pipelines and other infrastructure are also constantly improving,so the living energy utilization structure of rural residents is also changing.And its energy utilization structure is gradually dependent on high pollution,high energy consumption,and low cost of traditional energy is shifting to the use of new clean commodity energy sources,but the use of renewable new energy sources is scarce.Therefore,for the rural economy,society,and the environment to take a sustainable development path,it is necessary to optimize the energy utilization structure of rural residents,and it is imperative to conduct in-depth investigation and research on the willingness and behavior of rural residents to use new energy.For the first time in the context of urban-rural integration,this study conducts field surveys and interview data based on rural areas in three different regions of Dujiangyan,Wenjiang and Qionglai,and uses Theory of Planned Behavior,Theory of Consumer Behavior and binomial logistic.The logistic model conducts empirical analysis to explore the willingness and behavioral factors affecting the use of new energy by rural residents,and further analyzes the main influencing mechanisms of willingness to translate into behavior.The empirical results show that the family housing area,the family's per capital annual income,the distance between the village and the county or city center,the new energy score and the social policy score have a significant impact on the behavior of rural residents' new energy use,among which the new energy scores for rural residents' behavioral impact of energy use is the most significant;education,annual per capital income of households,and new energy scores have an impact on the willingness of rural residents to use energy.In order to provide a more targeted reference for the government to promote new energy in rural areas,according to the research results,this paper mainly proposes the following policy recommendations: First,strengthen the promotion of new energy utilization,accelerate the penetration rate of new energy utilization related infrastructure;Second,the transformation of employment of rural residents accelerates the transformation of rural residents from agriculture to non-agricultural industries,helping farmers increase their income and improve their education,such as providing regular and fixed-term lifelong education and employment counseling platforms.Third,strengthen rural foundations.Facility construction,improving traffic conditions,and enhancing the integration of rural areas and cities by improving the convenience of transportation with cities,this not only has many meanings for achieving urban-rural integration,but also has a direct positive effect on improving energy efficiency.
