An Empirical Analysis Of The Impact Of Chlorpyrifos Pesticide Residue Standards On China's Onion And Garlic Exports

China is a major exporter of agricultural products.Before joining the World Trade Organization,China's agricultural products import and export development was relatively stable,and the trade surplus remained between US$3 billion and US$5 billion.After China's accession to the WTO,although the agricultural trade volume increased significantly under the WTO framework,the trade deficit of agricultural products appeared,and many agricultural products changed from trade surplus agricultural products to trade deficit agricultural products.The reason for this is that on the one hand,after joining the World Trade Organization,the average tariff on agricultural products is decreasing year by year,that is,the trade barriers for agricultural products entering China from other countries are decreasing year by year;on the other hand,the trade barriers facing China are not cut with the decreasing of the trade barriers from China.The average tariff on agricultural products is also reduced.Non-tariff barriers include SPS measures,and pesticide residue standards are important means of implementing SPS measures.It is of practical significance to study the setting of pesticide residue standards on agricultural trade.According to the experience of disputes between China's agricultural products and developed countries,Chinese agricultural products may be subject to the impact of non-tariff trade barriers.Chlorpyrifos is a broad-spectrum organophosphorus pesticide,which was invented earlier and widely used.Therefore,this article collects the 25 countries of Australia,the European Union(Austria,Belgium,Finland,France,Germany,Greece,Ireland,Italy,Luxembourg,the Netherlands,Portugal,Spain,Sweden,the United Kingdom,Denmark),Indonesia,Japan,South Korea,Malaysia,the Philippines,Russia,Thailand,the United States,and Vietnam,the gravitation model was established for the changing of MRLs,tariff information,GDP,onion,and garlic exports from the above 25 countries from 1996 to 2016,using the OLS method and The fixed-effect model is used to estimate the impact of pesticide residue setting on China's agricultural trade.The results confirm that the above-mentioned national MRLs for pesticide residues in onions and garlic in China have a significant negative impact on the export of onions and garlic to the above 25 countries.
