| With the reform of the forest rights system,the circulation of forest rights has gradually become the main content of the reform of the collective forest rights system.Forest right circulation system can solve the problems of forest land fragmentation,technology backwardness,small management scale,low output and so on.It is the main way to realize standardized management,scientific management and improve output.At present,the relevant laws and regulations on the circulation of forest rights in our country are not perfect,and there are many problems in the process of circulation,such as the four to the definition of forest rights is not obvious,many disputes over the forest rights,the management of forest rights information is chaotic,and the channels for obtaining information from the circulation of forest rights are single and so on.These problems greatly limit the activity of forest right circulation.Because of these problems of forest right circulation in the process of the event,it is difficult to have the corresponding laws and regulations is properly resolved;it will blow enthusiasm for farmers to the forest right circulation.On the other hand,the flow of information transfer obstruction,which is difficult to connect the information about the forest rights that need to flow out and the forest farmers that need the forest rights to flow in,leading to forest rights to transfer process lag.More difficult to solve is the definition and management of forest rights.In this link,forest property disputes often to occur,which seriously hinder the development of forest right to transfer system.In order to standardize all links in the process of forest right circulation,strengthen the management of forest right circulation and achieve the equivalence between forest right circulation information,this paper develops a set of forest right circulation service platform through analyzing every link to forest right circulation.The platform uses computer technology,network technology,data storage and other technologies to realize six subsystems,including forest property rights basic information management subsystem,forest resource assets evaluation and mortgage subsystem,touch screen query subsystem,etc.Forest property right circulation management subsystem,forest right information release subsystem and forest right management service platform website.These system modules are used to solve various problems existing in the process of forest right management and transfer,such as the problem of unclear definition of forest rights.The system uses Arc GIS to clearly define the boundary of forest land from the perspective of information,so as to reduce disputes caused by forest right four to define.In the process of forest rights management,the forest rights information is entered into the system,and the information on the forest rights is managed scientifically,to eliminate the occurrence of many phenomena.At the same time,the system also provides information related to forest rights transfer,which ensures the legitimate rights of both sides,constrains the obligations to both sides,and solves the problems of information inflows and outflows.In this paper,a large number of forest rights information collected from the management platform of forest rights circulation are analyzed,and the factors affecting the circulation of forest rights are explored,such as Area of woodland held by farmers,attributes of woodland,age of head of household,number of labor force,level of education,participation in relevant training and so on.Then this paper analyzes the positive and negative correlation factors of flow on the forest right circulation,so that the relevant government departments and other organizations can be targeted to stimulate the forest right circulation,improving the level of activity of forest right circulation.On the one hand,to speed up the development of forestry,on the other hand can realize the social resources and forestry resources circulation and achieve a rational allocation of resources. |
