| Summary Straw is a renewable resource.The comprehensive utilization of straw is one of the effective ways to promote farmers' income,agricultural sustainable development and ecological environment improvement.For the comprehensive utilization of straw,the Development and Reform Commission of China and the Ministry of Agriculture jointly promulgated in 2016 the Guiding Opinions on Compiling the Implementation Plan of Comprehensive Utilization of Straw in the Thirteenth Five-Year Plan,which clearly put forward that each province could formulate the implementation plan of comprehensive utilization of straw in the thirteenth Five-Year Plan according to the distribution,utilization status and development prospects of straw,and required that straw synthesis be clearly defined in the implementation plan.Utilizing the development prospects,arranging and deploying the work flow of straw utilization,establishing relevant hardware and software facilities,improving the work system,and fundamentally solving the problem of comprehensive utilization of straw.At the same time,it is pointed out that 2020 is a level year,and strives to build a perfect industrialization system of "harvesting,storage,transportation and utilization" of straw comprehensive utilization throughout the country.Although the comprehensive utilization of straw in China has achieved initial results at this stage,it still faces the problems of imperfect government support policy and weak research and development of utilization technology.Therefore,based on the deficiencies in the current situation of comprehensive utilization of straw,this paper puts forward countermeasures and suggestions to promote the sustainable development of comprehensive utilization of straw.Based on the field investigation and Research on the comprehensive utilization of straw in Shuangcheng District of Harbin City,this paper systematically analyzed the comprehensive utilization of straw in Shuangcheng District of Harbin City by using recycling economy theory,incentive theory and industrial development theory,and analyzed the current situation of the comprehensive utilization of straw resources from the utilization ways,industrial development,support policies and other aspects.Random questionnaires were conducted among farmers and enterprises in order to summarize the problems existing in the comprehensive utilization of straw in Shuangcheng District,such as insufficient financial support,low level of scientific and technological research and development,and low level of industrialization development,and to analyze the causes of the problems.By referring to the advanced experience of straw utilization at home and abroad,this paper puts forward some ideas and ways to improve the comprehensive utilization of straw resources in Shuangcheng District,and puts forward some countermeasures and suggestions from three aspects: improving financial subsidies,strengthening technology research and development,and improving industrial system,so as to provide theoretical and practical reference for promoting the sustainable development of comprehensive utilization of straw in China. |
