Research On The Utilization Model Of Biogas In Guilin City From The Perspective Of Public Finance Expenditure

Biogas is an important part of rural energy,and it can provide clean energy for farmers.It is of great significance to energy conservation and emission reduction,protection of rural ecological environment,and the promotion of the harmless production of agriculture.Straw and livestock manure are the main raw materials of biogas,but because of the inconvenient use or lack of financial support,it can’t be used effectively.In some areas,the straw is discarded or burned directly,the feces of livestock are discharged at will,and the air,soil and groundwater are polluted,and the environment is destroyed.Therefore,it is of great theoretical and practical value to study the benefit evaluation and Countermeasures of public finance expenditure of rural biogas utilization in Guilin.This study makes a comprehensive evaluation from three aspects,Such as economic,ecological and social benefits.The main contents are as follows:(1)mastered the basic situation of the utilization of biogas in the rural areas of Guilin.The development of household biogas in Guilin is extensive,and the number of households built is large.The biogas and biogas supply in the farm are lagging behind.(2)The benefits of the two models are analyzed.The net present value method was used to quantify the economic benefits of household biogas,marsh biogas engineering and straw biogas engineering,and its ecological and social benefits were analyzed.(3)The evaluation system of biogas utilization was constructed.Referring to the index system of the biogas engineering in the previous literature and combining the characteristics of the comprehensive utilization of methane in Guilin,the evaluation indexes of the rural straw biogas supply project in the Guilin city are constructed by the analytic hierarchy process and the fuzzy comprehensive evaluation method,and the comprehensive evaluation of the comprehensive biogas utilization project in Guilin city is made.The main conclusions of the study are as follows:(1)Although household biogas has significant economic and ecological benefits,the development will be slowed down by the decline in the number of suitable pool building households and the changes in the rural energy structure,and(2)The ecological benefits of the biogas engineering and straw biogas engineering in the farms are outstanding,and the economic benefits are insufficient,but it is suitable for agricultural scale and centralized development.The trend of the exhibition will be the main mode of the utilization of biogas in the countryside in the future;(3)The current policy support for large and medium-sized biogas engineering is insufficient,and it is difficult to stimulate the comprehensive development of the biogas industry.Based on the research results,the author puts forward a series of suggestions on increasing the development of biogas technology,adjusting the structure of biogas development,strengthening the comprehensive utilization of biogas,improving the support of policy funds,expanding the source of biogas,the industrialization and the development of the CDM mechanism.
