Study On Issues Concerning Development Of Under-forest Economy In Dongning City

As a new forestry production way and an economic development mode,under-forest economy plays important roles of promoting forestry industry transformation,transforming the economic growth mode,improving the comprehensive economic benefits,increasing the agriculture and forestry income and promoting the construction of ecological civilization.On February 17,2007,during the visit to Fushun in Liaoning province,premier Wen Jiabao pointed out that energetically develop under-forest economy.In July 2012,General Office of the State Council officially promulgated Opinions on Accelerating Development of Under-forest Economy,which put forward general requirements on measures to developing under-forest economy.As a national under-forest economy demonstration base,Dongning city in Heilongjiang province has unique advantages of superior natural conditions,prominent regional advantages,good ecological environment and dynamic economic development.However,the development of under-forest economy in Dongning city is at the initial stage at present,with some problems and deficiencies existing,such as low level of marketization and industrialization,insufficient scientific and technological support,insufficient investment in capital policies,unreasonable industrial development and weak brand awareness.Those all restrict the further development of under-forest economy in Dongning city.This paper aims to deeply studying the current situation of the development of under-forest economy in Dongning city by means of the comprehensive application of forestry economic theory,sustainable development theory and ecological niche theory,etc.,on the basis of the field research according to the reality of the development of under-forest economy in Dongning city.In this paper,the development strategy of under-forest economy in Dongning city is deeply analyzed in four aspects of advantages,disadvantages,opportunities and threats by the SWOT-AHP analysis method in the main manners of combining qualitative research with quantitative research,and combing empirical research with normative research.All the elements are compared and the results are quantitated to form a quadrilateral of the development strategy of under-forest economy in Dongning city by building hierarchy models and judgment matrixes of the under-forest economy in Dongning city,and the development strategy of under-forest economy in Dongning city is scientifically orientated by means of the calculation to conclude the order of the development strategy of under-forest economy in Dongning city as SO strategy,WO strategy,ST strategy and WT strategy in sequence.According to the local situation,SO development strategy mode should be mainly adopted in the development of under-forest economy in Dongning city.On this basis,the author puts forward the countermeasures and suggestions on the under-forest economy in Dongning city,namely,the development of under-forest economy in Dongning city should be promoted by the measures of scientifically planning the development of under-forest economy,implementing the brand development strategy,perfecting policy guarantee measures,strengthening the construction of market circulation system,improving social service system,strengthening technological support,adhering to sustainable development and ensuring the quality and safety of products.
