| Since the 1990 s,swine farming has been a pillar industry for the development of rural economy.The sustainable development of the swine farming industry meets the daily needs of urban and rural residents.Simultaneously,it makes a great contribution to increasing the income of farmers,rural labor employment and the development of related industries.However,swine epidemics,such as swine influenza and PRRS,occurred frequently,which increasing the risks of swine farming and has a serious impact that the growth of the industry was restricted.Moreover,the risk of exposure to zoonosis for humans and animals was increasing.Frequent swine epidemics also brought great hidden hazards to public health.Therefore,it is an important task for the government to reduce the impact of the epidemics.Clarifying the inherent mechanism of swine disease will help the government to design the coping strategies rationally.We analyzed the current epidemic situation of swine epidemics in China and the epidemics prevention system,from which we found that the basic swine epidemics prevention services in China were still at a low level.For revealing the rule of the spread of swine epidemics,we made a mechanism analysis combining the emergency management theory.We started with the risk factors of swine epidemics,and found that there were risk factors,such as human error,evitable in the early stage of epidemics,who was mainly analyzed from two aspects: the expansion of space and the enhancement of intensity.By making empirical analysis,we have confirmed that the swine epidemics would lead to pork price changes and the occurrence of public opinion.On the basis of mechanism analysis,we studied the coping strategy for three stage of swine epidemics: advance warning,disposing and winding up.In the end,combined with the current swine epidemic prevention legal system and organizational management system of China,we put forward the relevant policy suggestions on how to improve the epidemic prevention effect and to strengthen the disease prevention and control system. |
