Research On The Difficulties And Countermeasures Of The Market-oriented Operation Of Small Farmland Water Conservancy Facilities

The 19 th National Congress of the Party has made a major deployment to implement the rural revitalization strategy,emphasizing that the agricultural rural farmers issue is a fundamental issue related to the national economy and people's livelihood.Water Conservancy is the basic condition and foundation of agricultural production development,rural ecological habitability and peasant life.Strengthening the construction of water Conservancy infrastructure,especially the construction of farmland water Conservancy facilities,is directly related to the development of agricultural modernization,the continuous improvement of the rural landscape,the safety and stability of grain production,and the real realization of the rural revitalization strategy.Since the establishment of the new China,the construction and management mechanism of irrigation facilities in China has undergone several important changes.From the national plan before reform and opening up and the rural collective supply mechanism,to the reform of farmland water Conservancy after reform and opening up,and then to the rural tax reform in 2002,the establishment of a "one thing,one thing" system.During the period,with the change of the basic government taxation system in China,the market-oriented reform of farmland water Conservancy has made some remarkable achievements,but also faces many problems and difficulties.Since the reform and opening up,the household contract system and the rural tax reform have made the basic government of our country lose its financial power,and the construction and management of farmland water Conservancy facilities,especially small farmland water Conservancy facilities,depend entirely on the public finance supply of higher governments.In the state of lack of supply,the grass-roots government can only hope to operate on the market,constantly relax access policy,use market private funds to meet the needs of farmland water Conservancy.In reality,however,it is often difficult for market capital to avoid the dilemma of market failure.In view of this,this paper,on the basis of fully absorbing the existing research results,through the research on the situation of market operation and predicament of small farmland water Conservancy facilities in a specific area,analyzes the role of the government,market and society in market dilemma,and discusses the contradiction between market and public nature of small farmland water Conservancy facilities supply under the background of insufficient supply of public goods in rural areas.In order to analyze the institutional dilemma of public management,the paper puts forward some reasonable countermeasures.
