Effect And Countermeasure Analysis Of Forestry Ecological Province Planning And Construction In Henan Province

With the continuous development and progress of human society,the excessive consumption of forest resources,the serious damage to the forest ecosystem,the global ecological balance has been broken,the earth Greenhouse Effect,land desertification and other ecological and environmental problems continue to appear.It is increasingly restricting the sustainable development of society,which makes people gradually realize the importance of forests to human beings,and the need for forest ecosystem protection is also increasing.Forestry ecological construction is faced with unprecedented development opportunities.H province firmly grasps this development opportunity,strengthens forestry ecological construction,and conscientiously organizes and implements < H province forestry ecological province construction plan from 2008 to 2012.)> and < H province forestry ecological province construction promotion project plan 2013-2017)>.After ten years of planning and construction,the policy environment of forestry ecological province has changed greatly,and many problems have been exposed in the process of policy implementation.Therefore,in the future,when H province studies the next forestry policy,Appropriate adjustments should be made according to the circumstances.Based on the application of public product theory and policy analysis theory,this paper analyzes the effect of forestry ecological province planning and construction in H province by adopting comprehensive analysis method.This paper analyzes and discusses the problems in the planning and construction of forestry ecological province,such as that the government's responsibility is not carried out and the supporting policy is not matched,and puts forward the improvement of forestry laws and regulations system,the introduction of forestry industry policy and market-oriented operation policy combined with the practice.Strict supervision and management mechanism,innovation of management and protection system,improvement of supporting and supporting policies,and other policy suggestions to promote better forestry development in H province in the future.
