| It has become an important and urgent task to improve the level of irrigation management that how to use the advanced modern flow measurement technology,and promote the optimization of irrigation technology,to improve the level of irrigation district management and water use efficiency in the present and the future.It should be on the basis of the characteristics of self-flow irrigation district of large plain in jiangsu province to select and develop the flow measurement equipment with low price,high precision,low head loss,and convenient measurement reading,and to promote comprehensive reform of agricultural water prices,for providing technical support for the irrigation district to optimize water resources allocation and save water.This paper takes the large self-flow irrigation district in jiangsu province,hongj in irrigation district as an example and the following work has been carried out.(1)Aiming at the characteristics of hongjin irrigation district and the requirement of grading flow measurement in the irrigation district of large plain,based on the analysis and comparison of building measurement,weir trough measurement and special water meter(equipment),the grading plan of flow measurement respectively for main head works,county boundary sluice gates,branch canals or lateral canals and typical field ditch in hongjin is presented.The main function of flow measurement for main head works and county boundary sluice gates is to manage water power distribution within the department and irrigation water allocation.Therefore,It is suggested to adopt building water measure with data transmission.The main function of flow measurement for branch canals or lateral canals is water allocation.It is suggested to adopt standard of water level-flow relation to measure for regular channel with field reading and data transmission;adopt long throat measuring flume with low water-head loss to measure for irregular channel.The main function of flow measurement for typical field ditch is water fee collection needing field reading.The method of flow measurement without field calibration is invented according to characteristics of final stage channel's small section less specification.The grading plan of large self-flow irrigation district can be used for reference to our province large irrigation district.(2)A series of case-hardened section measuring flume products with low price,low head loss,and high precision according to the hydraulic characteristics of the large irrigation channel and on the basis of standard section channel flow measurement.The products include T measuring flume and U measuring flume whose section specifications are respectively 40,60,80 and gradients are respectively 1/500,1/1000 totally 12 products.These products can be used with water meter to field measurement and reading.They can also be equipped with solar cell or lithium battery,power supply,transfer the information of flow measurement to the management or the farmers' water users association(3)According to the quota and index of agricultural water in hongjin irrigation district,the initial water right of irrigation district is determined,and the classification and calculation of agricultural water price is completed through the analysis of water supply cost and the calculation of water consumption at all levels.It provides the basis for the classification of agricultural water cost and the collection of water fee. |
