Research On The Role Mechanism Of Forestry Cooperatives In The Development Of Under-forest Economy

At present,China’s forestry development is in the period of transformation and upgrading of strategic opportunities.The development of forestry from the past timber production is gradually transiting to the exhaustive forestry ecological construction,and has become the important foundation and guarantee of ecological civilization construction.At the same time,the accomplishment of the system reform of clearing property rights and contracting subject to household tasks has released the farmers’enthusiasm of the forestry production.Hunan Province as a key province of State Forestry Administration’s forest monitoring will conduct researches including Huitong.Fenghuang、Huayuan、Cili、Yuanling、Hengyang、Lanshan、Pingjiang、Xinshao and Chaling in conjunction with ten sample counties each year,the development of forest economy and forestry cooperatives as an important research content for monitoring and understanding every year.In order to have some implications for the understanding of the problem and exploration,the promotion of the oretical research and practical samples are required in the new background’s researches of forestry reform the mechanism for cooperative development of economic under-forest.This article briefly expounds the research sources,purpose and significance of topics,systematically reviews the relevant literature on the development of economy and forestry cooperatives at home and abroad,and has a relatively systematic understanding for the previous research,and briefly discusses the research contents and methods.Next,we analyze systematically the function mechanism of cooperatives in understory economic development from the perspective of theoretical research,and analyze the problem with the theory of new institutional economics from the perspective of transaction cost and principal-agent perspective.Then,we briefly introduce the basic situation of the development of the under-forest economic cooperation in Hunan Province,and use the monitoring of the forestry reform’s survey data of the sample County as the object,analyze the related descriptive analysis and empirical analysis,summarize the results of the empirical research results and relevant theoretical analysis combined with mechanism to explain the mechanism of cooperatives in the development of forest economy.Finally,aiming at the related elements of action mechanism,this article puts forward how to promote the development of under forest economy by using cooperative organization form at the present stage so as to promote the economic development of the vast forest area,which helps to take targeted measures in poverty alleviation and strive to achieve rural revitalization at an early date.
