Analysis On Efficiency And Influencing Factors Of The Under-forest Economy Of Collective Forest Area For Four Provinces In Eastern China

Under-forest economy is new thing making major progress in collective forest right system reform and realizing the fundamental change of forestry development strategy under the specific historical conditions,Bottleneck constraint between resources and ecological environment becomes increasingly prominent along with our country economic society fast developing.Under-forest economy has become important channel to increase output,improve the efficiency of the forestry and solve the problem of "agriculture,rural areas and farmers”.The study on efficiency and influencing factors of the under-forest economy can guide the development of under-forest economy,fully exert forest land productive potential,alleviate the contradiction of land use,shorten the forestry economic cycle,increase the added value of forestry,open up channels of employment and increasing income of farmers,strengthen ecological construction.It is of great significance to promote the economic and social development and build a resource-conserving and environment-friendly society.The developed efficiency,influencing factors and efficiency of input and output of collective forest area of four provinces in eastern China were studied through mathematical statistics,mathematical model,principal component analysis and data envelopment analysis(DEA)based on the data of 233 samples.The results showed that input index factors of under-forest economy mainly include the operators' level index,development patterns index,natural factors of forest condition and government level factors index.If output of under-forest economy was wanted to improve,firstly factors index on the level of operators was adjusted,secondly development model factor index should be considered,thirdly natural factors of forest condition index should be considered and the government level factors index should be considered at last.Adjustments of operators factor index consider investment per year of under-forest economy,business area,number of certification,forest management investment in turn,followed by the number of registered trademark,operators of cultural level,the number of introducing products outside the county,the number of operators;Development model factors index considers production form firstly,followed by the organization form;The condition of forest natural factors index considers operation area hydropower guaranteed,followed by factors of forest age,crown density;Government level factor indexes considers government financial input,followed by government technical service guide.Comprehensive technical efficiencies about input and output of under-forest economy in the southern collective forest have not reached DEA relatively effective mostly at present through the methods of data envelopment analysis.The reasons are mainly due to size invalid caused by input redundancy and size scale excess.In terms of investment,redundancy caused by factors index on the level of operators is largest,followed by the government level factors,natural factors and the development model factors index.So development of under-forest economy in southern collective forest area increase investment of the level of operators in terms of input,relatively more invest natural factors index and the government level factor index.
