Cause Analysis And Countermeasures Research On The Problem Of Abandoned Paddy Field

Rice is the main grain ration of Chinese residents,the country consumes 193 million and 100 thousand tons of it per year.Ensuring the sustainable supply of rice is essential to protect the security of our food.With the development of urbanization and labor transfer,more and more peasants choose to leave the paddy field,which bring out the emergence of a large number of abandoned paddy field from the eastern coastal areas to the central and western inland areas.In recent years,the problem of abandoned paddy field becomes more severe,appears in a variety of forms and shows a trend of spreading,which causes the fluctuation and decline of rice production in China,on the contrary,the rice imports of China increased year by year.After became a net importer of rice in 2011,China's rice imports increased year by year for four consecutive years later,and became the world's largest rice importer in 2013.Statistical yearbook data of State Statistical Bureau shows that China's imports of rice from 2011 to 2014 are 60 million tons,237 million tons,227 million tons,256 million tons.Therefore,the research on the problem of abandoned paddy field is imminent.Taking H County of Anhui Province as the research object and using field research,this paper adopts semi-structured interviews and questionnaire survey to obtain data and utilizes Logistic model to analysis.The first part is an introduction,which summarizes the research background,purpose and significance,the core concepts and theoretical basis,literature reviews,research methods and ideas,difficulties and innovation points and so on.The second part is the investigation and analysis of abandoned paddy field in H county,Anhui Province,which chooses method of sample selection and design of the questionnaire,and discusses briefly about the model analysis results on the basis of the data to establish a logistic analysis model.The third part is the reason analysis of the abandoned paddy field.Through the correlation analysis between intentions and influence factors of abandoned paddy field,we find that the main reasons for the the problem of abandoned paddy field are low profits of rice production,higher opportunity cost,land fragmentation,backward agricultural machinery and technology,undeveloped infrastructures,increasing phenomenon of “Accompanying Study”,seriously thought of cheap agriculture.The fourth part is the countermeasures to reduce the abandoned paddy field.This paper come up with the idea about stock ownership of the paddy field,land arrangement,construction of new water conservancy and road,promotion of small farm machinery in hilly area;the construction of high standard farmland and promotion of large farm machinery promotion in plain area;adjustment and improvement of the three agricultural subsidy policy,guidance of private enterprises which enter the grain purchase market,encouragement of land management right mortgage loan and farmer credit loan;encouragement of double-cropped rice planting by increasing rice subsidies and promotion of rice mechanized sowing and harvesting technology;developing characteristic agriculture rely on Huangmei opera and other cultural resources and combined with traditional cultivation culture;enhancing the sense of professional identity of farmers through vocational training and cultural learning;raising farmers' income and encourage farmers to engage in rice production by land transfer and moderate scale management,and build a bigger and stronger rice industry.All these measures can be promoted in other places based on the actual situation.The analysis on economic reasons of the problem of abandoned paddy field is still not deep enough for limited academic ability of the writer,weak economic foundation,complexity and diversity of abandoned paddy field problem,and deep economic,political,social and ideological reasons,a further study is necessary in the future.
