Research On Value For Money Evaluation Of H City Underground Utility Tunnel Project Under PPP Mode

The development process of urbanization in China is speeding up continuously.In the supporting urban infrastructure,the urban utility tunnel system has the negative influence on the city appearance,such as "spider web in the air" and "patch road",due to the lag characteristics such as early construction and long service life,the pipeline issue occurred during use also brings inconvenience to urban residents' living quality.The introduction of the concept of utility tunnel provides a new concept and a new method for the construction of pipeline reconstruction projects in new and old urban areas,giving full play to its maximum advantage effect to bring social benefits and economic benefits mutually beneficial and win-win construction results.The Guidance Opinion document issued by the State Council in 2015 points out that promote the construction of utility tunnel to continuously assist the efficient and safe development of the city,and attract social capital to jointly improve and promote the key infrastructure construction content through drawing lessons from the experience and methods of foreign advanced utility tunnel projects.With the increase of urban infrastructure construction projects,a series of collateral problems such as financing difficulties and financial pressure have become obstacles to the development of project construction.The emergence of PPP mode greatly reverses the problems of project capital,technology,operation and management methods and brings about a new change in the definition of interests and responsibilities compared with the traditional concept of institutionalized construction in the traditional government procurement mode.And as a new mode of providing public service products,the new cooperative relationship of joint construction,joint management and shared benefits makes the relationship among the government,the market and the society form a new method of social connection.There is a long way to go to solve the research problems of the application conditions of PPP mode and the development prospect of practical mode.The paper makes an in-depth study of value for money(VFM),which is the main determination method of PPP model,it makes a corresponding evaluation standard for the respective differentiation of project industry and the imbalance of regional economic development.Based on the reference of literature reading and the demonstration of the feasibility financial report of the similar project,it classifies and refines three-level impact indicators that are qualitatively evaluated by six basic indicators and three additional indicators,on the basis of the data investigation of expert scoring method and Delphi method,it uses the entropy weight method to modify the fixed weight index parameters and Matlab quantitative model software to analyze and obtain the result of the importance proportion of qualitative evaluation indexes.Through the construction of the qualitative and quantitative evaluation model of the utility tunnel project,it improves the application system of value for money from the framework research and quantitative methods,then,for the case,it selects the data from the utility tunnel project in H city to verify the feasibility of the design model,and the reliability of the research direction and results by virtue of the data results,providing a reference data model application system for the utility tunnel project in the evaluation of PPP model in the future.
