With the deepening of the real estate regulation and control policies,the national financial deleveraging,and the prevention of systemic financial risks,the local government has made explicit the implicit liabilities,and incorporated them into the strict financial budget management.The growth of the real estate sector business and government investment business of construction enterprises is limited,and the operating cash flow of construction enterprises is deteriorating.With the lack of business growth,long-term extensive management,homogenized competition,the survival of construction enterprises is facing serious challenges.With the promotion of supply side factor reform,the upstream raw material suppliers are subject to environmental protection supervision,the upstream resource enterprises are deeply integrated,the production capacity is cleared,the price of materials is increased,and the market supply is in short supply,further squeezing the cash flow of construction enterprises.This paper attempts to take A construction enterprise as an example to explore the way of cash flow management in construction enterprises.A construction enterprise is the pacesetter of mixed system reform of state-owned enterprises in K Province,the top 500 enterprises in China,the top 50 enterprises in construction industry and the leading enterprise in K province.It plays an important role in the regional market.Based on my own professional experience,my understanding of the construction industry,and the detailed first-hand information,this paper studies the cash flow management of A construction enterprise.Paper structure: the first chapter is the introduction,which mainly describes the research background and significance of the topic,describes and summarizes the current research situation at home and abroad,puts forward the research content,research methods and the basic framework of the paper;the second chapter mainly expounds the basic concepts of cash flow and cash flow management and analyzes the theoretical basis of A construction enterprise's cash flow management;the third chapter mainly analyzes the theoretical basis of A construction enterprise's cash flow management The experience and Enlightenment of cash flow management of related enterprises in the standard industry provide practical basis for the cash flow management of construction enterprise a in this paper;chapter four takes construction enterprise a as a case,analyzes and evaluates its cash flow indicators by vertical trend analysis,horizontal comparative analysis and evaluation,excavates the cash flow management problems of construction enterprise a,and uses analysis tools toinvestigate and visit the causes of its formation.The fifth chapter uses the experience of internal control management theory,enterprise value theory,comprehensive budget management and benchmarking enterprise to adjust the internal control system of A construction enterprise's cash flow management,and issue long-term and short-term solutions and financing innovation solutions for A construction enterprise's cash flow management.The sixth chapter is the guarantee measures.In order to promote the implementation of the plan,the five guarantees are taken as supporting facilities,including organization guarantee,talent guarantee,resource guarantee,system guarantee and assessment guarantee.The seventh chapter is the conclusion and prospect,which mainly summarizes this paper,points out the shortcomings of this paper,and puts forward the future improvement direction.
