Since the State Council promulgated the "Special Action Plan to Reduce Costs and Increase Efficiency of the Logistics Industry(2016-2018)" in September 2016,China's multimodal operation has been a breakthrough in reducing logistics costs and increasing efficiency in logistics.The "golden waterway" of the Yangtze River is the world's largest inland waterway,and its development is of great significance to promote the expansion of China's economic growth space from coastal to inland along the river and reduce the development gap between the central and western regions.However,with the rapid economic development of the areas along the Yangtze River,the role of the "golden waterway" of the Yangtze River has not been brought into full play,especially in the upper and middle reaches.The construction of the Three Gorges Dam has promoted the economic development of the areas along the Yangtze River.However,as the capacity of the Yangtze River shipping has gradually increased,waiting for passage through gates has become an increasingly serious problem in the Yangtze River shipping.It is a contradiction,but the problem of high cost of overturning the dam has emerged.The reason is mainly caused by the cost of secondary loading and unloading.The same reason also occurs for the problem of "reduction of barge" during the ascent of the Jingjiang River in the dry season.Therefore,how to resolve the problem of choosing between “waiting for the gate”and “overturning the dam”,and how to reduce the costs caused by secondary loading and unloading during the process of “reducing barges” and “overturning the dam”are particularly important.In this thesis,first,by combing the current status and existing problems oflogistics transportation development in the Yangtze River trunk and coastal areas in recent years,and combining the practice of roll-on and roll-off transportation and related theoretical research,this paper proposes to combine the roll-on and roll-off transportation methods in the Yangtze River.That is,the Yangtze River water and land ro-ro drop-and-hook transport organization.The advantages,application conditions,and basic organization methods of the Yangtze River water and land roll-off drop-and-hook transportation organization are analyzed and studied.Secondly,in view of the time constraints,route selection,and vehicle scheduling problems faced by the application of the ro-ro drop-and-hook transportation organization method in the areas along the Yangtze River,a vehicle scheduling optimization considering the time window and different transportation tasks was constructed,and the optimization with the minimum cost as the goal was established.The model was solved using partheno genetic algorithm,and the rationality of the model was verified through case analysis.Finally,based on the development status of the Yangtze River shipping,this paper proposes that to establish the Yangtze River water and land ro-ro drop-and-roll transport organization method,the government needs to promote the transport organization method into the development plan of the logistics industry,and give ro-ro transportation companies and spin-off transportation Enterprise support,while improving the standards of the transport and transportation enterprise infrastructure,and establishing and perfecting the mechanism of enterprise information sharing.
