The port as a leading provider of whole chain logistics,based on its own comprehensive strengths on location,service,efficiency and facility,and general coordinating capabilities in terms of flows of cargo,commerce,capital and information,can optimize,attract,harmonize and arrange all sources,including its own and from the society,to provide cost-efficient,one-stop,door-to-door,tailor-made logistic solutions to the customers.In the process of providing such services,the provider can further enhance its own leading positions in this chain,effectively enrich its own market values,promote its development grades and qualities and realize dual progresses in development quality and profit.Presently,the world economy is exercising a series of deep changes,and in China a new normal of stabilizing and slowed-down growth has taken shape.Supply side reforms in key industries such as steel and coal are further intensified.Capacity-trimming,destocking,deleveraging,cost-reducing and short-board mending have been accelerated.Both global and domestic trade volume increase have been slowing down.The need for seaborne transport has also been contracting,with no apparent hint for U-turn,which leads to overcapacity on the ports side and intensified competition among them.It becomes impractical to rely solely on throughput for further growth,hence the exigent need for the sea-port operators to look for alternative development mode.Facing this new normal,the port operators,in order to maintain a healthy development,hastens to upgrade mode of development by providing bespoke through services,nourishing new business models and corralling profit-making points.Particularly notable is that many port operators,tapping their own advantages,try to extend their services to kay players on the logistic chain that have closest links with the port.Thus,in creating new value,they are able to enhance their control over inland markets and increase their own throughput back at their terminals.This article recounts the current status of the port industry and recapitulates the growth of whole chain logistics in and out of China.The author,in line with the latest theories in and research results of the whole chain logistics and supply chain management,systematically analyzes the development of whole chain logistics in QDP.They decompose the advantages,weaknesses,opportunities and challenges that Qingdao Port is facing.They pointedly raise some solutions with regard to how Qingdao Port should develop whole chain logistics.Among the suggestions are maintaining the strategic role of whole chain logistics in the port's transformation;continually enlarging the current scale of whole chain logistics;nourishing characteristic through services;developing full functional information platform with through services on line at its core;optimizing whole chain services outfits by developing inland ports and regional sales centers;improving infrastructure for the development of whole chain logistic services,and securing personnel for such development.These efforts are conducive for the development of whole chain logistic services at QDP,which will enable QDP to consolidate and extend apropos market share to realize sustainable growth.The case will also provide an example for other sea ports in China to elaborate.
