Public buildings are the important focus of social development and economic improvement.They are also the basic projects to improve the living of residents.Similar to the non-profit-oriented public construction projects like railway stations,they bear important transportation functions while the region is also playing an important role in promoting politics,economy and culture.The design of such large public buildings will determine the structure of the building and the required materials during the design process,providing a social,practical and scientific basis for the architectural design.Therefore,the choice of different design options can lead to different building performance and cost consumption,which will have different impacts on public buildings.The comparison of options is both an economic cost issue and a technology choice issue.In reality,in the decision-making of the program,people only pay attention to the cost of the construction period,and ignore the cost of the operation period.The excellent public building plan should be technically responsive to the national development strategy and give full play to the good demonstration effect and driving effect.Economically,we must also ensure the input of national resources and avoid economic loss and waste.This thesis focuses on non-profit public buildings led by state investment,and uses the value engineering method to compare the design functions with the cost of the whole life cycle to complete the comparison of the optimal design.Among them,the functional indicators of public buildings are screened out by experts to screen out the functional indicators with high degree of importance.The factor analysis method is used to reduce the dimensions of the indicators,and finally the public building function index system is obtained.Then,we use AHP to determine the functional weight of the design plan.The method is scored by the field method and the fuzzy comprehensive evaluation method,and the excellent indicators are made into lots of indicators.Finally,the actual case of the design project of the reconstruction and expansion project of the Railway Station was introduced.According to the above plan comparison model,the functions of the three design schemes were analyzed.Using the cost indicators of the actual project,the value engineering coefficients of the threeschemes were respectively obtained.The comparison of the size of the coefficients completes the comparison of the design schemes.This thesis provides a theoretical basis for the decision-making of design schemes,and also provides a useful exploration for the design of value engineering theory at Geermu Railway Station.
