Industrial cluster is an industrial organization composed by a variety of heterogeneous entities through associations.It~'s development status represents the development level of regional economy to a certain extent and has important reference significance for regional economic development.In the fierce global economic competition,the development trend of industrial cluster to transition and upgrade is inevitable,but how to evaluate the performance of industrial cluster system and to formulate a targeted cluster upgrade policy is an urgent problem to be solved.The existing evaluation methods of industrial cluster systems mostly carry out research from the macro level,but only summarize the general direction of cluster development,and cannot give specific suggestions for guidance.In view of the above problem,this paper proposes a data-driven approach,starting from the existing data at the industrial cluster level,and analyzing the complex correlation between cluster enterprises to evaluate industrial cluster from system level.The industrial cluster is regarded as a generalized manufacturing system that provides diversified products to meet the individual needs of consumers,and constructs a generalized manufacturing system model of industrial clusters from system perspective.Taking data as the core,from the characteristics of enterprise cluster system,network structure characteristics,innovation-driven,knowledge mobility and inter-enterprise competition to constructed the three-dimension performance evaluation model of industrial cluster generalized manufacturing system,as methodological guidance for evaluating industrial cluster system.In the performance evaluation of the generalized manufacturing system for industrial cluster,firstly,based on the life cycle theory of industrial cluster,make the number of cluster enterprises as indicator,the Logistic model of cluster development is used to judge the life cycle development stage of industrial cluster.Then,combined with the internal development law of industrial clusters,taking the industrial cluster patent data,personnel demand data and product parameter data as the core,from the three dimensions of industrial cluster technology innovation ability,knowledge spillover strength and inter-enterprise competition degree to assess the life cycle phase of industrial cluster.Finally,the three-dimensional evaluation indicators in the cluster development stage determined by the Logistic model are compared and analyzed,and the obstacles encountered in the transformation and upgrading of industrial clusters are revealed,and concrete suggestions are given from the perspectives of cluster development policies and enterprise development strategies.Taking Ningbo injection molding machine and small household appliance industry cluster as concrete examples,this paper makes a confirmatory analysis on the data-driven industrial cluster generalized manufacturing system performance evaluation method.The results show that the constructed industrial cluster system evaluation model can assist formulating the upgrade development policy of industrial cluster well,that is to say the research content of this paper has practical application value.
