Research On Pre-project Cost Management Evaluation System Of Power

With the development and progress of economy,technology and society,the relationship of power security and cleanliness supply and human productivity,and life and requirement become closer and closer and can’t be divided..The Power Emergency Incident,such as society security,loss of enterprise,puzzled family,the inconvenience of individuals and forth and so on,is growing obviously,especially power emergencies under natural disasters,by which power supply enterprises’ emergency management of disaster prevision and reduction is challenged permanently.The requirement of green and intelligence power energies from the masses,party and government is the disposition of power emergency incident with speed,security and efficiency by power supply enterprises,and also,a pressing requirement of practising “power for people”and healthy and sustainable development.It is of great importance to establish a scientific,practical and normative assessment standard of emergency handling capability and improve the professional level to organize,conduct,cooperate,and guarantee the emergency operation of all levels of the power supply enterprise.This paper analyzes the current situation of emergency capability evaluation at home and abroad,according to “Three Patterns Two Nets ”strategy drives of State Grid Corporation of China,including “Internet+”,ubiquitous electricity power Internet of things,dual precaution management(security risk precaution and hidden troubleshoot governing)with the emerging of new things,standard,system,framework and conception,combining with actual situation of construction of disaster prevention and reduction capability and many prevailing influencing factors,setting assessment Indicator S,by the mathematical methods to ensure the weight of each indicator,based on Fuzzy Comprehensive Evaluation to have effective assessment analysis of the index with fair,objectiveness and science,and synthetically study and judge the assessment result.Finally,the paper analyzes and combs the real case ofpreventing disasters and reducing damages emergency capacity of power supply company of Baoji,to verify the validity,reality and rationality of the Assessment System Model,by distinguishing the light spot,prominent place of the emergency management in Baoji Power Supply Company of China Grid Corporation and the weaknesses to be improved and perfected.The research result provides a new thought to assess and comb the emergency capability of power supply enterprise to prevent disasters and reduce damages,and practical and practicable theoretical basis and methods that effectively improves preventing disasters and reducing damages emergency capacity of power supply companies,and significant reference value of standardization and precaution of emergency preparedness in power supply enterprises and actual combat and coordination of emergency response.
