Research On Risk Management Of CC Sponge City Planning

With the continuous improvement of Chinese urbanization level,problems such as urban water-logging and water shortage are gradually emerging.As a new generation of rain and flood management concept,sponge city can effectively alleviate the impact of these urban water problems.However,the construction of sponge city started late in China and is still in the stage of exploration.Problems such as unclear understanding of the connotation of sponge cities and imperfect laws and regulations have led to huge risks in the planning,design,construction,operation and maintenance of sponge city.Therefore,identifying and effectively controlling the risks of sponge city construction is of great significance to the promotion of sponge city construction in China.In this paper,the risk factor identification and qualitative analysis of the plan of the sponge city construction in CC City were carried out,and an index system composed of five major risk factors,including economic,regulatory,management,technical and social risk factors was constructed which has 20 secondary indicators.The grey intuitionistic fuzzy analytic hierarchy process is used to quantitatively analyze the risk indicators,and the impact factors of each risk indicator are obtained.The results show that economic risks,management risks and technical risks make the main risks of sponge city construction.Among them,economic risks mainly include central Central government investment instability risks,local government credit and financing ability risks and market income instability risks.Management risks mainly include cross-departmental and cross-professional collaboration risks,and risks of imperfect supervision system.Technical risk mainly includes planning systemic risk,imperfect technical standard system risk and local difference imbalance risk.In response to the above risks,this article proposes countermeasures.In response to the above risks,this article proposes countermeasures,which have certain reference significance for the risk management of sponge city construction.
