With Spatial control zoning can guide the benign expansion of urban construction land space and ensure the efficient,healthy and sustainable development of the city.The identification of ecological land is of great significance for regional space control zoning.Firstly,this paper summarizes the related research results at home and abroad,clarifies the concept of regional spatial regulation,summarizes the theoretical basis of regional spatial regulation,and evaluates the spatial regulation in land use master planning,urban master planning,main functional area planning and ecological functional area planning respectively.On this basis,the importance of ecosystem service function is put forward.Assessment,ecosystem sensitivity assessment,comprehensive ecological land use identification,ecological security pattern construction and spatial control zoning are the key steps of the technical route.Qualitative and quantitative methods are used to conduct empirical research on Shenfu New Town.The following conclusions are drawn:Through the evaluation of the importance of ecosystem service function in the study area,it is concluded that water conservation function,biodiversity protection function,general important area of ecosystem comprehensive service function and important area are distributed dispersedly in the study area.The most important areas of the above service function are concentrated in Qipanshan Scenic Spot,Gaowan,Fangxiao,Shenyang World Expo Park,Hunhe Waters,Fushun County and other areas.Regions,which play an important role in the protection of water resources and biodiversity,should be focused on.Generally important areas,important areas and extremely important areas of soil and water conservation function are scattered in the study area.Through the sensitivity evaluation of ecosystem in the study area,it is concluded that the results of soil erosion sensitivity evaluation are scattered in the study area,and the risk of geological hazards in the northeast,Gaowan,northern Fangxiao and Fushun counties of Qipanshan Scenic Spot is higher.These regions have higher terrain and larger slope,and are prone to landslides and collapses,which are not suitable for development and construction.Ecological control measures should be taken to protect it.Shenyang National Forest Park and Qipanshan Scenic Spot are highly sensitive to the ecological environment.The general sensitive areas of ecosystem comprehensive sensitivity are scattered in the study area.The moderately sensitive areas are mainly located in Qipanshan Scenic Spot,Gaowan,Fangxiao and Fushun County.The extremely sensitive areas are mainly located in the northeast of Qipanshan Scenic Spot.Through the identification of comprehensive ecological land use in the study area,it is concluded that the area of general important ecological land is 64.34 km~2,accounting for 10.63%of the land area in the study area;the area of important ecological land is 303.97 km~2,accounting for 50.21%of the land area in the study area;the area of extremely important ecological land is 237.03 km~2,accounting for 39.16%of the land area in the study area.The ecological land mainly distributes in Qipanshan Scenic Spot,Gaowan Economic Zone,Fangxiao,Shenyang World Expo Garden,Shenyang Botanical Garden and Hunhe Waters.These areas are the minimum ecological space to guarantee the normal ecological service function of the new town.They should be strictly protected and no project development and construction activities should be prohibited.Through the construction of ecological security pattern in the study area,it is concluded that it is feasible to determine the ecological security pattern in this scale region based on the method proposed in this paper.The construction of ecological security pattern in Shenfu New Town plays an important role in the protection of ecological land space in the study area,and has practical guiding significance for the construction of regional ecological security pattern in the same scale.According to the spatial control zoning of the study area,the area of the prohibited construction area at the regional level is 106.30 km~2,accounting for 17.56%of the land area of the study area;the area of the restricted construction area is 233.90 km~2,accounting for 38.64%of the land area of the study area;the area of the suitable construction area is 199.34 km~2,accounting for 32.93%of the land area of the study area;the area of the reserved development area is 65.80 km~2,accounting for the soil of the study area.The proportion of land area is 10.87%.The area of green line in central urban area is 42.90 km~2,accounting for 7.08%of the land area of the study area;the area of purple line is 8.47 km~2,accounting for 1.40%of the land area of the study area;the area of blue line is 33.89 km~2,accounting for5.56%of the land area of the study area;and the area of yellow line is 8.48km~2,accounting for 1.41%of the land area of the study area.
