Maritime search and rescue(MSAR)activities is the important guarantee for the safety of life at sea and SOS operations of PLA.It is the main task of emergency rescue in China.It plays a decisive role in China's efforts to unite the people,promote sustainable economic development,ensure safety and improve the combat effectiveness of the armed forces.At present,the efficiency of maritime search and rescue in China is low.The resources of SAR can not be used rationally,and there are serious regional imbalances in maritime search and rescue work throughout the country.Therefore,it is a strategic goal for China to integrate all the SAR forces and carry out the overall construction of the MSAR joint system.Under the background of the construction of MSAR joint system,how to carry out scientific dispatch and command of various search and rescue forces,and the design of scientific and rational equipment plan is directly related to the efficiency and success rate of MSAR operations.However,China's current equipment plan of SAR depends too much on the experience of guidance,in order to changing the current artificial experience judgment of SAR decision model,it is very important to establish a scientific and quantitative design model for SAR equipment plan,for improving the efficiency of search and rescue and making full use of all the resources.This paper focuses on the large scale personnel SAR mission under cetain sea conditions in Non-coastal sea area.From the actual search and rescue scene,consider the coordination of professional,military,and local forces to conduct a equipment plan of Maritime joint search and rescue(MJSAR).Through the research on the design of equipment plan of MJSAR,it can provide scientific and quantitative decision-making basis for high-level decision-makers in joint SAR operations,and then can fulfill the mission of the new era of MJSAR operations with higher efficiency and higher quality.And the content of this paper can support the top-level design and overall construction work of the MJSAR system in the future.The substantial works are listed as follows:(1)A method of modeling the related factors of equipment plan on MJSAR based on multi view is proposedThe equipment plan design of the MJSAR is actually a complex system engineering,using the multiple view ideas to describe the relevant elements of equipment plan of MJSAR from the angle of the system,from different dimensions of equipment plan design required information to describe,Through the transformation from view product model to problem model,which provides a complete data base for the problem model.In addition,the view product model in this paper can also be more standardized integration into the structure of MJSAR system in the future,to assist the top-level design of MJSAR system.(2)Quantitative modeling of SAR process is proposed,and a calculation model for the success rate of SAR is presented.The SAR process is divided into search and rescue stage.The aircraft heading to the incident area to search rescued personnel and drop materials,thereby prolong the longest waiting time of rescued personnel,improving whose survivability,then a model of relationship between the survival time and search time is builded,at the same time,in accordance with the principles of establishing the regional division of responsibility for cooperative search success rate calculation model,which is the input of the success rate of search and rescue.After the ships(including rescue forces from the port and the surrounding merchant and fishing boats)arrived,in order to achieve the maximum efficiency of rescue,the personnel allocation model established according to the number of ships and rescue ability of rescue capacity constraints.Moreover,calculate the average waiting time of distress and current survivability(0-1).The success rate of search and rescue is defined as the product of search success rate and survival level,by comparing the different plans of search and rescue success rate as the basis for the choice of plan.(3)Proposed a design method of MJSAR equipment plan based on multi objective optimizationThis paper changes the qualitative decision model of MJSAR,establish an integer linear programming model of equipment plan selection based on multi objective optimization,which can choose the type and quantity of equipment involved in the search and rescue operations.This model is proposed to maximize the rate of SAR and maximize the average utility of the equipment,under the premise of ensuring the maximum rate of SAR,considering the least possible equipment to complete the SAR mission,which can make full use of search and rescue resources and without waste.In order to truly reflect the actual SAR,the model as far as possible the full consideration to establish the multi-objective model,considering the uncertainty performance of the equipment under different sea conditions,and the reality of the series of constraints and so on,this model provides support for scientific decision-making for commanders.
