Research On Risk Prevention Of Loan For New Energy Power Generation Project Of Gansu Branch Of Export-import Bank Of China

In the report of the 19 th National Congress of the Communist Party of China,General Secretary Xi Jinping made it clear that we must resolutely fight against and defuse major risks,take targeted measures to eradicate poverty and prevent pollution.The environment problems has been concerned by governments for a long time,at the same time,both energy crisis and pollution issues caused by traditional energy exploitation is increasingly highly valued.As a result,the utilization of new energy has developed rapidly(esp.the solar and wind energy generation project),becoming an important role in the energy and sustainable development of energy balance.Rich in wind energy,solar energy and other resources,Gansu has a good resource development potential.As one of the three banks in China,the Gansu Branch of Export and Import Bank of China(EXIM Bank)has tightly focused on the the national and provincial strategic planning,serving as an significant role in infrastructure construction,featured industries development,energy saving and environmental protection.Meanwhile,the bank also dedicated to strengthen the cooperation between the government and the bank,providing comprehensive policy financial services.Supporting the field of electricity energy,highway and foreign trade in the province,the Gansu Branch plays a certain way in financial guidance and ensuring the sustainable and healthy economic and social development.Affected by the increasingly discard abandon rate of the solar and wind energy,the huge investment,long period and high risk of the new energy power generation project,the majority of financial institutions in the province put the photovoltaic,wind power and other new energy power generation industry on the banned list,which adds a strictly control of the credit scale.In contrast,the EXIM Bank has not put restrictions and access to the above field.In that way,how to further support the healthy and orderly development of new energy power generation projects and controlling risks at thesame time has become a main research directions of the bank.Based on the theory of policy finance,comprehensive risk management and project post-evaluation management,the paper focuses on the new energy industry existing problems and the external environment changes to analyze the common and special risks of the new energy power generation project loan in EXIM Bank.The questionnaire and analytic hierarchy process methods have been conducted on this study.Proposing the some preventive measures and policy suggestions of the related loans,the paper is expected to improve the new energy project risk management of the bank,and urther enhance the ability of serving local economic and social development.
