Cost and time overruns in any building project are the most important issues.These issues are harming the advancement and stability of national financial growth.To conquer these issues,the paper is planned to find the most impact components causing the venture postponement and cost invades and prescribe the potential measures by researching contextual investigation in Malaysia and Pakistan.There are two cases where cost and time overruns need to be investigated.The paper discusses the prevalent effect of solving these problems on factors that cause the project's delay.For Malaysia,the study from a particular project was chosen to dissect and prescribe the compelling measures.The Relative Importance Index(RII)strategy was used for this situation to differentiate their meaning from the causes and effect of the deferring variables.The(RII)was utilized to distinguish which causes are the most critical causes by positioning them into their(RII)significance esteems or ranks.These ranks are then further utilized to draw Spearman's Rank Correlation Coefficient for analyzing the relationship shared by the various working groups.A survey through a questionnaire was conducted for the situation report with 150 respondents,which accepted different procedures for gathering information.The research from the contextual investigation uncovered that the most persuasive factors in Malaysia(1)External politics of the construction site(2)Slow velocity of basic leadership(3)Lack of Labors.Time overruns are one of the major problems in the sheer development of any country and a present there are various time overlapping elements that needs sincere consideration in terms of recognizing and managing a number of causes which are directly or indirectly responsible and are involved in delaying the progress.For the case study of Pakistan,our study revolves around a Metro Line Project in Lahore which witnessed a humongous time overrun and at present is still suffering for completion.The study follows gathering information from 70 respondents belonging to different professions involved in the project about how they feel about the cause of delay in the project.Their registered responses through a questionnaire are collected and used again to calculate the Relative Importance Index(RII)same as in case 1 of Malaysia and are ranked accordingly.The study also follows the analysis and assessment of these causes in terms of their Frequency i.e.the degree of a particular cause happening a staid number of times(F.I.%),followed by the degree of Severity(S.I.%)based on how severe cause is for delaying the project,along with the Importance Index(ImPI%)determining the importance or significance of a said cause in delaying the project.
