Research On Site Urban Design Control Factors Oriented At Land Leasing

With the rapid development of cities,the mode of cities construction gradually turns to shape the urban characteristics and the high-quality public spaces.Urban design enjoys increasingly imporment role and high status on cities construction.Although from the promulgation of the " Urban Design's Management Measures " established the legal status of urban design in 2017,it still did not have a unified document.Various provinces and cities have been active in practices reserash according to their realities.Academia and industry have made many explorations on which the different levels of urban design's content and operating mechanism.In general,domestic research is mostly focused on the macroscopic urban design,and it is fewer focused on the microscopic.And there are many problems on the management,such as the unclear hierarchy,the nimiety of control elements,and the distortion of results.The article originates from the research on "Compilation of Site Urban Design Guidelines for Leaseing Land in Beijing Economic-Technological Development Area".Beijing EconomicTechnological Development Area is demonstrative area for Beijing's city-industry integration,and it is also practice case in the studied.Firstly,the article analyzes concepts of urban design,urban design achievements and leaseing-land site urban design guidelines,and summarizes the research and experience of domestic and foreign urban design guidelines.It is to defines relationship on the leaseing-land site urban design and the current urban design system.Secondly,it derives the control factors of leaseing-land site urban design from the existing urban design fcators,which based on the actual problems and needs of the Beijing Economic-Technological Development Area.And it constructs a classification control system for site control factors which based on the importance of different functions,and proposes its apply strategy.Finally,it gets different factors' expression according to control degree,and different types of results according to users' needs who include governors,developers,designers and public.The leaseing-land site urban design production includes the text descriptions of scheme generation,the guidelines,the statutory plan and the public manual.It is guide the development of the site urban design achievement.All in all,the article focuses on the level of site urban design,and researches on the control factors and achievement forms.It attempts to propose a set of site-urban-design' achievement system which based on the leasing land,which to design could be translated into implementable control results.This paper has a certain theoretical significance for enriching research of urban design system,and it also has a certain practical significance for guiding city development of urban design achievements.
